Narrative
On Friday, June 3, 2016 at approximately 2329 hours I (Officer I. Hughes #6263) was dispatched to
regarding a person screaming call. While en route, the calling party reported that a male's voice
was heard yelling. The calling party believed that the suspect was attacking the female. The calling party
described the location as a two-story apartment building.
Upon my arrival, a group of citizens flagged me down. They were standing at the mouth of the alley south of

citizens reported seeing that window to the upstairs unit being broken out.
Officer Neal and Officer Sheffield responded to the scene to assist. Based on the information gathered from the
witnesses, I believed that the screaming female was located at Unit As we
approached the door, I could hear the sound of commotion coming from the apartment unit. Officer Sheffield
announced, "Long Beach Police" at the door. Also, he struck the door with his flashlight in an attempt to notify the
occupants inside that the police were at the door.
While we were at the door I heard a female's voice yell, "Let me leave!" Then,I heard a loud banging sound. I
believed that there was female inside that was being seriously harmed. To prevent any further harm, I forced open
the door to Unit using my right foot. As the door was forced open, the door struck a male subject that was on
the other side of the door. I observed that the subject was bleeding from his face.
He was placed into handcuffs. Officer Sheffield immediately requested paramedics to respond to treat the male
subject. While I was placing the male subject into handcuffs, the female subject yelled for me to release him.
Then, she knealed over the subject as he was handcuffed. Officer Neal took control of the female's arm and
removed her to prevent her from interfering with my detention.
Officer Neal placed the female into handcuffs. For further, see Officer Neal's follow up report. The male was
identified as and the female was identified as Truck 17 responded to the scene
to treat I notified Sgt. Scaccia of the incident. He responded to the scene.

Narrative
During my investigation, I observed that there was a broken window located inside of the bathroom. There was
broken glass on the floor along with other items. It appeared that a struggle had taken place inside of the
apartment. Also, the bedroom appeared to be in somewhat disarray. There were drawers open and clothing on
the floor. I observed an open, empty bottle of champagne on the table. Also,there was an open 24-ounce can of
beer in the living room.
Once was calm, I removed the handcuffs. I contacted regarding the incident. She reported that she
and were arguing. She denied any domestic violence incident occured at the location. She reported that
broke the bathroom window with an object out of anger. She admitted to drinking a heavy amount of an
alcoholic beverage. I asked how much alcohol she drank. She replied, "A lot."
I observed that she did not have any visible injuries. I could see that she displayed objective signs of being under
the influence of an alcoholic beverage. Her eyes were red and watery, her breath smelled of alcohol and she
spoke loudly during our contact.
I contacted and he denied that a domestic violence incident had taken place at the location. He reported
that he and are cohabitants that are in a dating relationship. He admitted that they were both heavily
consuming alcoholic beverages. He displayed objective signs of being under the influence as well. was
released and not booked. BLS 3 responded to the scene and transported to St Mary's Hospital. Officer
Neal went to St Mary's to check status.
Officer Sheffield took photographs at the scene and contacted witnesses in the area regarding the incident. For
further on their statements, see his follow up report. Detective Mendoza was notified. He responded to St. Mary's
Hospital. There were no surveillance cameras loctaed in the immediate area.

Narrative
On 06/03/16 at approximately 2354 hours, I (Sergeant D. Scaccia #6048) responded to
regarding officers forcing entry into a residence (Call #1955.)
I was advised by Officer Hughes that forced entry had been made at the dispatch location. The Long Beach Fire
Department arrived on scene and transported a male subject (to Saint Mary's Hospital to be
treated for injuries sustained during the forced entry.
I responded to Saint Mary's Hospital and contacted Mr. who was lying on a bed in the emergency room. I
turned on my digital recorder, introduced myself as the supervisor on scene, and asked him what happened. The
following is a summary of his response.
He and his girlfriend are cohabitants at the dispatch location. Neither of them have children. Tonight they were
consuming alcoholic beverages at the Liquid Lounge (3522 E Anaheim Street) with friends. A male subject at the
bar was talking to girlfriend and this upset him. At some point, they returned to their apartment. He was
venting, and during the venting, he inadvertently broke the bathroom window with his arm.
A short time later, he heard, "Vigorous" knocking on the door, which caused his girlfriend to panic. The persons at
the door identified themselves as, "Long Beach Police" at least one time.walked over to the door and
unlocked it. As soon as he unlocked the door, it swung open and struck him in the face. Officers entered the
apartment with guns drawn.
could not explain the reports of a female screaming. He did not know what, if anything, his girlfriend had
been yelling or screaming.
ended the interview by saying he is embarrassed over what had happened, and he is not upset with the
officers in any way.
Unit IA8 (Sergeant D. Mendoza #5710) responded to Saint Mary's Hospital regarding the head injury.
Watch Commander Liuetenant P. Baum #5864 was notified of the incident.

Narrative
While working Unit 2A14 I (Officer B. Neal #6325) responded to the area of to assist Unit
2A12 (Officer I. Hughes #6263) who was dispatched to a person screaming, call #1955.
The call stated a female could be heard screaming from an apartment, located on the 2nd story of a light gray
colored apartment building, which was across the alley from the dispatch location. The call further stated a male
could be heard yelling at the female and was possibly hitting her.
Upon arrival I was directed to the apartment complex located at St, by Officer Sheffield #10312
(Unit 2A9). Officer Sheffield, Officer Hughes and I entered the apartment complex in order to find the apartment
that the female was in. As we neared apartment # I could hear a male and female yelling inside. I then heard a
loud banging sound against the front door of the apartment and a female yell, "Let me leave." Officer Sheffield
knocked on the door and identified himself as the Long Beach Police. When he did so I heard another loud
banging sound coming from deep inside the apartment. Officer Sheffield again identified us as the Long Beach
Police and told the occupants inside to open the door or we would force entry. Fearing the female was being
injured and not allowed to come to the door to let us in, Officer Hughes forced entry into the apartment. For

We entered the apartment and Officer Hughes began to handcuff a male subject, later identified as
who was laying on the floor of the living-room. As he was doing so a female subject, later identified as
RNB knelt over and began telling us to leave him alone. I told the to move away
from and Officer Hughes and she told me, "No, this is my house." I placed my hand on left
shoulder and again told her to move away from Officer Hughes and stood up, took a few steps
away from Officer Hughes and then started walking back towards them. I stepped in front of and
told her to back away so that she is not interfering with Officer Hughes.attempted to step around me at
which time I stopped her forward progress by placing my hand on her shoulder. yelled, "Don't touch me",
slapped my arm and again tried to approach Officer Hughes and I took control of hands,
handcuffed her and sat down on the couch while we conducted our investigation.
received an injury to his left eye when Officer Hughes forced entry into the apartment. He was transported
to St Mary's Hospital by Long Beach Fire Department BLS3 to receive further treatment to his eye. was
treated by ER and received nineteen stitches to a laceration located over his left eye. Once
was cleared from the hospital I transported back to his residence.

Narrative
On 06/03/2016 at 2329 hours, I (Officer S. Sheffield #10312) Unit 2A9 assisted Officer I. Hughes #6263 (Unit
2A12) regarding a person screaming (Call #1955).
While en-route dispatch advised a male voice could be heard yelling, and possibly hitting a female.
Upon arrival, I contacted a calling party (who stated the following:
She was sleeping in her bedroom, which is directly across the alley from the dispatch location. She heard loud
yelling of a male's voice that woke her up. She could hear a female voice, yelling but she was unable to hear what
was being said. She looked out her window with her husband (Witness and saw a male's head break
the glass of the bathroom window.
Once the glass broke she saw the males head go back through the window, and the right side of his head began
to bleed. She got scared and moved away from her window and called the police. She had no further information.
I contacted witness (who stated the following:
He woke up to a male voice yelling. He and his wife got out of bed, and looked into the alley, and he saw males
head go through the bathroom window. He said he knew it was the bathroom window cause the glass was
frosted. Once the glass broke, he told his wife to move away from their window and call the police.
While I was talking to the two witnesses, I could hear voices coming from Office Hughes and
Officer Neal #6325 (Unit 2A14) arrived on scene as I was talking to the witnesses.
We entered the complex of , and could still hear a female voice crying and yelling. I located the
yelling coming from apartment . I heard what sounded like a female run for the front door.
I heard a thud, like someone was thrown against the front door, and the door handle jiggle. I heard a female voice
scream, "let me leave." I knocked on the door with my flashlight, and made an announcement, "Long Beach
Police, Open the door or we will force it open."
Once I made my announcement, I heard footsteps run to the back of the apartment and another door slam shut.
About 10 seconds had pasted, with no response at the door. With us fearing for the safety of the female's life and
safety, Officer Hughes kicked the front door and forced entry. For further see Officer Hughes main report.
Once the door was forced open, Officer Hughes placed the male half (later identified as in
handcuffs. While trying to place in handcuffs the female half kept interfering, and Officer Neal placed her in
handcuffs.
Once everything was settled, and the apartment checked clear. I observed the bathroom window was shattered. I
observed was bleeding from his left eyebrow, and had a vertical laceration about two inches long.
I exited the apartment, and aired the dispatch location, and grabbed my camera. While doing so, Officer Neal
ordered LBFD paramedics, for I photographed injuries, the front door damage, the scene of the
apartment, and the broken window in the bathroom.
Sgt Scaccia #6048 (Unit 2S36) arrived on scene, and asked for me to conduct knock and talks. I conducted knock
and talks on apartment numbers , and and got no response.
I contacted Imani Cooper at apartment who stated the following:
She was in her bedroom, lying down but not asleep. She heard yelling coming from her next store in apartment
# . She could hear a male voice yelling, items being thrown, and a female screaming. She got out of bed and
walked to her living, which shares a wall with apartment # She heard the male yell again and a slam against
the wall, she was going to call the police but then heard police knock on the door.
She heard a police officer (me) state, "Long Beach Police, Open the door." Once she heard the police were on
