Anaheim regrading a theft which had just occurred. A suspect description was given of the suspect. While en route to the call officers observed a suspect who matched the suspect description. They attempted to detain the suspect for further investigation and a Use of Force occurred. Call # 0892 FORCE USED Officer Sturgeon used his CEW, multiple baton strikes, carotid restraint and bodily force to overcome the resistance of an aggressively assaultive and attacking suspect. Officer Leon used his CEW, multiple baton strikes and bodily force to overcome the resistance of an aggressively assaultive and attacking suspect. Officer Komori used pain compliance control holds and bodily force to overcome the violently resisting suspect. For further on the force used and the suspects’ actions see Sergeant Fernandez ARS follow up report. INJURIES – SUSPECTS The suspect had abrasions to his right and left shoulder and right knee. He had a quarter sized abrasion and bump on his right temple/eyebrow area and 4 small puncture wounds to his torso (CEW dart contact). The suspect was under the influence of Methamphetamine, PCP and Marijuana. Due to his extreme level of altered consciousness he was admitted to the Hospital and later transported to the county jail. INJURIES – OFFICERS Officer Sturgeon had a strained right shoulder and neck and bruised right elbow. He also had an abrasion to his right elbow. Officer Leon had a bruised patella tendon on his right knee. He was treated at the hospital and released. He missed multiple days of work due to his injury. Sergeant Lance completed all IOD and workers comp paperwork PHOTOGRAPHS Photographs of the involved officers, the scene, the suspect and the evidence were taken and later uploaded into the mideo evidence system. VIDEOS Video from the original crime at 1165 E. Anaheim was uploaded to the medio system. WITNESS STATEMENTS See ARS follow ups SUSPECT INTERVIEW I did not interview the suspect due to his extreme state of altered consciousness CONCLUSIONS/ACTIONS Based on my investigation the force used was reasonably justified and within department policy. The use of the carotid restraint was reasonably justified and appropriate based on the violent actions of the suspect. By using the carotid restraint officers were able to take an extremely violent suspect into custody with only moderate injuries to the officers and the suspect. By using the carotid restraint officers were able to take a violent suspect into custody without the suspect injuring any number of innocent civilians who were in the area. NOTIFICATIONS WC Coble was notified of the Use of Force On-call IA Sergeant V. Marchese was notified of the incident On-Call Violent Crimes detective Trenullo was notified and responded to the hospital. HOSPITALIZATION The suspect was taken to the St. Mary’s emergency room for evaluation prior to booking due to the deployment of multiple CEW’s and the use of the carotid restraint. The suspect was admitted to the hospital for 2 days due to his extreme level of altered consciousness.
