• The purpose of today’s briefing is to provide an
overview of the Officer Involved Shooting that
occurred in North Long Beach over the weekend.
We will provide the most accurate and up to date
information that we have as of today as well as
supplying copies of the 911 calls that the Department
received prior to this event.
• To recap, On Saturday, May 17, at 7PM, the Long
Beach Police communications center received the
first of 2 – 911 calls reporting a violent man who was
intimidating and threatening the neighborhood. The
caller was concerned about children in the
neighborhood; the caller described the suspect as
very violent when he sees anyone. This call
described the suspect at Male Samoan wearing jeans
and no shirt.
• At 7:10 PM dispatchers received a second call
indicating that the suspect was “acting insane and
likely suicidal.” The caller reported that the suspect
was “yelling that he is the Devil” and was “threatening
to kill himself.” The caller described the suspect as
“really buff.”
• At 7:11 PM two officers were dispatched to the
location.
• When the officers arrived on scene, made verbal
contact with the suspect in an attempt to detain him.
• The suspect turned around, and without saying a
word, charged toward one of the officers as he was
getting out of the police car. As the suspect
attempted to attack him, the officer defended himself
with his baton.
• The second officer deployed his Taser at the suspect,
however there was no effect. Both officers continued
to struggle with the suspect on the sidewalk using
their batons. During the struggle, the suspect
grabbed one of the officers batons
• As the officer and the suspect struggled for control of
the baton, both fell to the ground. The suspect
disarmed the officer of his baton and punched him in
the face. Additional units were requested for
assistance.
• The other officer, seeing that the suspect was now
armed with the baton and attacking his partner, fired
several shots, striking the suspect in the torso.
• The total time from the officers’ initial contact with the
suspect to the shooting was approximately 2 minutes.
• Officers requested paramedics and the wounded
suspect was transported to a local hospital where he
died from his injuries.
• Immediately following the shooting, a hostile crowd
began gathering around the officers, making
threatening statements towards them. Due to the size
and hostility of the crowd, additional patrol units as
well as LA County Sheriff’s deputies, were requested
to help control the crowd.
• Once additional officers arrived, they were able to
take control of the situation and secure the scene.
• The Long Beach Police Department places extreme
value on all lives and is committed to providing a
thorough and transparent investigation of any deadly
force incident.
• The deceased has been identified as 46-year old
ROKETI (ro-ket-ee) MOSESUE (mo-say-sue-ay) of
Long Beach. Mosesue has a prior arrest record with
the Long Beach Police Department as well as in the
state of Texas.
Mosesue (mo-say-sue-ay) has been arrested in this
same area twice in the last 6 months for public
intoxication resulting from 911 calls involving family
disturbances.
• Long Beach Homicide detectives are actively
investigating this case and are still receiving
information from the public. In addition, the LA County
District Attorney’s Office and the LA County Coroner’s
Office are both conducting their own independent
investigations, as they do with all officer-involved
shootings in LA County.
• Preliminary autopsy reports are not yet available and
the results of toxicology screenings will not be ready
for approximately 8 weeks.
• As of today, detectives have interviewed over 78
witnesses in connection with this case. We are
asking anyone who may have additional information
regarding this incident to please contact Homicide
detectives at (562) 570-7244.
• We are providing a copy of the 911 calls that the
department received as part of this briefing.
Additional Information:
• Officers: the Field Training Officer has been with our
department for 4 years and the second officer is 6
weeks out of the academy.
• CAT: Crisis Assessment Training (FTO attended
training, June 2006)
• In order the better handle such situations, the Long
Beach Police Department provides a 40-hour Crisis
Assessment Training (CAT) course to all of their Field
Training Officers (FTOs) in a hopes of bringing all
contacts with people with mental illnesses to a
peaceful resolution.
• MET: We have 4 Mental Evaluation Team units who
provide citywide coverage 7 days a week. On this
night, the on-duty MET unit was already handling a
call and had transported a subject to College Hospital
in Cerritos.
• LBFD paramedics were on scene within 5 minutes
• After the OIS there was a altercation with numerous
citizens. 4 people were arrested with charges
pending, as the cases are being presented today.

Defendant - Cranston HOWARD (BN# 1476933) - M/B/DOB 10-10-68 Subject involved in UOF, part of hostile crowd, refused to move back when ordered numerous times. Officers used flashlight strike and arm-bar takedown (received 3
stitches)

The suspect has been arrested in the past for public
intoxication (December 2007, Long Beach), dismissed in
furtherance of justice.
We are investigating additional arrests out of state as part
of this investigation.
