Special Order - Cellebrite Hardware Software RESCINDED 12-23-19City of Long Beach Working Together to Serve Date: July 1, 2019 To: WATCH REPORT From: Robert G. Luna, Chief of Police Subject: SPECIAL ORDER -CELLEBRITE HARDWARE/SOFTWARE Memorandum Effective immediately, this special order establishes policy regarding the use of Cellebrite hardware and software. The Long Beach Police Department uses Cellebrite hardware and software technology for both criminal and administrative investigations. This special order serves to instruct personnel on the use and availability of Cellebrite hardware and software for investigative purposes. Personnel that use Cellebrite for non-authorized, investigative purposes are subject to discipline. CELLEBRITE HARDWARE/SOFTWARE Cellebrite hardware and software are used to access digital forensic data, with the capability to extract and decode data from a wide range of devices and applications. The hardware and software provides comprehensive access to logical, file system and physically extracted data, hidden and deleted, in a forensically sound manner. CELLEBRITE HARDWARE/SOFTWARE USE Currently, Cellebrite hardware and software is used by Investigation Bureau Details for criminal investigations. Cellebrite hardware and software may also be used on City-owned devices and equipment for administrative investigations. Cellebrite hardware and software will only be used for criminal investigations when a valid search warrant or signed consent is obtained authorizing the access of the device/equipment. The use of Cellebrite hardware and software for administrative investigations of City-owned devices and equipment shall be authorized at the direction of the Chief of Police or their designee. REQUESTING USE OF CELLEBRITE HARDWARE/SOFTWARE Requesters shall submit a signed search warrant, signed consent, or a memorandum from the Chief of Police or their designee, along with the device/equipment to the Detail Sergeant whose Detail utilizes the Cellebrite hardware and software. Detail personnel trained in the use of technology will conduct a review, confirm the authorization and scope of the search requested, and will only extract the data within the scope of the investigation.
