Luna, Chief of Police Subject: SPECIAL ORDER — ALTERNATIVE MARKSMANSHIP (50 ROUND) QUALIFICATION COURSE (PILOT PROGRAM) Effective August 1, 2021, the Pistol Range is authorized to introduce an alternative marksmanship 50-round qualification course (pilot program). At this time the alternative qualification course is only for sworn members of the Police Department. The historical 50-round qualification course was developed over forty years ago specific to employees who carried (six round) revolver pistols. The range staff developed an alternative 50-round marksmanship qualification course (pilot program) which requires officers to demonstrate several important firearms proficiencies combined with essential job skills using a semi -automatic firearm. During the 2021 and 2022 marksmanship qualification, officers will have the option to shoot the alternative 50-round marksmanship qualification course (pilot program) as outlined below or choose to shoot the standard 50-round marksmanship qualification course as outlined in LBPD Training Bulletin 134. The alternative 50-round marksmanship qualification course (pilot program) will utilize the same United States Practical Shooting Association (USPSA) standard target that is used for the AR-15 qualification course. The following outlines the 50-round alternative marksmanship qualification course of fire for the pilot program: 25 - yard line: 5 rounds - draw from holster, 2-hand hold, 21 second time limit 15 - yard line: 5 rounds - draw from holster, 2-hand hold, speed reload, 5 rounds, 2-hand hold, 23 second time limit, 5 rounds - draw from holster, strong hand only, 17 second time limit 10 - yard line: 3 rounds -low ready position, 3 second time limit (4 times) 7 - yard line: 6 rounds - draw from holster, 8 second time limit 3 rounds - low ready position, 2 second time limit, (2 times) 5 - yard line: 2 rounds center mass, 1 round head - draw from holster, 4 second time limit, Rescinded-see Special Order released on 9/20/21 Special Order — Alternative Marksmanship (50-Round) Qualification Course (Pilot Program) June 23, 2021 Page 2 1 round head - draw from holster, 3.5 second time limit, (3 times) The scoring and incentive pay remain the same for both courses of fire, for further refer to manual § 6.8.8. 5 FIREARMS QUALIFICATION REQUIREMENT — Scoring and Pay/Shooting Badges, and the LBPOA MOU Article 2 — Salaries and Compensation Section III — Marksmanship Pay. The alternative 50-round marksmanship qualification course (pilot program) will remain in effect for one year and be evaluated at the conclusion of the 2022 Marksmanship (money shoot) qualification quarter.
