Special Order - Mandatory Patrol Calls for Service Overtime - 2023-1 Date: January 19, 2023 To: SPECIAL ORDER From: Wally Hebeish, Chief of Police Subject: SPECIAL ORDER – MANDATORY PATROL CALLS FOR SERVICE OVERTIME Effective February 1, 2023, this special order establishes policy mandating all sworn employees with the rank of Police Officer work patrol calls for service (CFS) overtime. This policy addresses the serious staffing shortage in patrol CFS and the need for this policy will be continuously evaluated. MANDATORY OVERTIME PROGRAM SPECIFICATIONS  All employees with the rank of Police Officer shall sign up for and work one patrol CFS shift per calendar month.  This shift shall be worked outside an officer’s normally scheduled hours.  Officers shall not be allowed to give their mandatory overtime shift to another officer.  Mandatory overtime shifts are scheduled for 10 hours. Officers shall attend the patrol squad meeting at the beginning of their assigned mandatory shift. Officers shall work until the next patrol shift’s squad meeting has been dismissed, at that time the officer may ask the current patrol sergeant if they may log off or continue to work until the end of their shift. Patrol Sergeants may authorize an “early out” prior to the completion of the next patrol shift with Watch Commander approval. NOTE: If extenuating circumstance exist which would require an officer to miss or be late for their assigned squad meeting, they shall contact the Department Operations Center (DOC). SCHEDULING MANDATORY OVERTIME SHIFTS All mandatory patrol CFS overtime shifts shall be scheduled through the Department Operations Center (DOC) and in accordance with DOC scheduling protocols. EXCHANGING SHIFTS Officers may exchange their mandatory overtime shift with another officer after receiving DOC approval. The following criteria shall be met to exchange shifts: Memorandum SPECIAL ORDER – MANDATORY PATROL CALLS FOR SERVICE OVERTIME Date January 19, 2023 Page 2 The officer shall submit a “MANDATORY CFS OVERTIME SHIFT EXCHANGE” form to the DOC at least 72 hours prior to the first scheduled shift and receive email confirmation from the DOC before the exchange is final. Officers shall call the DOC to receive approval if a shift exchange is needed within 72 hours of a scheduled shift. Officers shall be required to work their scheduled mandatory overtime shift if they do not receive prior approval for a shift exchange. MAKE UP SHIFTS If an officer is unable to work their mandatory overtime shift in any month due to extenuating circumstances or fails to sign up for a mandatory overtime shift, the officer shall work two mandatory overtime shifts the following month. Officers shall coordinate with the DOC to schedule their make-up overtime shift as soon as practical. NOTE: This does not apply to shifts missed due to approved leaves. See APPROVED LEAVES section of this Special Order SICK CALLS If an officer needs to call in sick for their scheduled shift, they shall call the DOC (562) 570-5896 as soon as possible but not later than 30-minutes prior to the scheduled start of their shift. Officers who call in sick shall coordinate with the DOC to reschedule their overtime shift as soon as practical. Officers shall work these make-up shifts no later than 30 days after they return to work at full duty status. APPROVED LEAVES INJURED ON DUTY (IOD) – Officers with medical restrictions that will not allow them to work in a patrol function will not be required to work a mandatory overtime shift for the duration of those restrictions. When an officer’s medical restrictions are lifted and they are returned to full duty status, they shall notify the DOC immediately. The officer shall coordinate with the DOC to schedule a mandatory overtime shift as soon as practical. OTHER APPROVED LEAVES – Any officer with approved leave for an entire calendar month will not be required to work a mandatory overtime shift during that month. Officers shall notify and coordinate with the DOC if their leave will exceed 3 calendar weeks. NOTE: Officers shall not be allowed to use accrued time off (Holiday, Banked OT, etc.) to fulfil their mandatory overtime shift.
