Incident Summary
DISPATCH
On 10/26/2013 Officer D. Reyes and Officer A. Sturgeon were looking for a felony suspect in the area of 12th Street and
Pine Avenue. They found a subject they believed to be the suspect and attempted to detain him. The suspect fled on
foot, a foot pursuit ensued and a use of force occurred while trying to make a lawful detention/arrest. Call # 1361 DR 13-

FORCE USED
Officer Sturgeon grabbed the suspect as he was trying to jump a fence to evade capture. Officer Sturgeon used bodily
force, 2 modified takedowns and the carotid restraint to subdue the combative suspect. For further see Officer

INJURIES – SUSPECT
The suspect injured his right wrist (possible hairline fracture), multiple bruises and abrasions on his arms and shoulders,
a quarter sized abrasion and small lump on the left side of his forehead, a large abrasion on his chest area and a
scratch/laceration to his left ear which did not require stitches.
INJURIES – OFFICERS
Officer Sturgeon received multiple scratches and bruises on his elbows and arms. Officer Sturgeon had soreness in his
neck and back after the incident. IOD paperwork completed no medical attention required.
PHOTOGRAPHS
Officer R. Garcia took photographs of the suspect, the Officer, and the scene. These photographs were mistakenly
entered under DR 13-65725. Per the records supervisor I directed Officer Sturgeon to cross-reference the correct DR 13-
50525 in the narrative.
Officer S. Benson took photographs of the suspects bump on his head after he was cleared from the hospital. These
photographs were entered in DR 13-65725 per records and a note was placed referencing the correct DR.

No video was found of the incident.

SUSPECT INTERVIEW
Suspect invoked his Miranda rights. I made an audio recording of the attempted interview and placed a copy in evidence
and attached a copy to this report.
CONCLUSION/ACTIONS
Based on my investigation the force used was necessary, reasonable, and within Department Policy.
Based on my investigation and after reviewing the attached reports the suspects injuries were all consistent with the
force used by the Officer.
LB Fire transported the suspect from the scene to the hospital per their policy for a suspect who lost consciousness
during a carotid restraint. While at the hospital, and many hours later, the attending physician informed me the suspect
had a possible hairline fracture of his right wrist. Per LBPD policy I then notified the on-call IA investigator and Sgt. I.
Martinez responded.
When I first viewed the injury to the suspects’ forehead at the scene I thought it was only an abrasion. After many hours
a lump had risen on the suspects head. I wanted to have this injury fully documented so I directed Officer Benson to take
additional photographs.
NOTIFICATIONS
WC LT. Coy was advised of the incident and IA Sgt. I. Martinez was notified.
