Incident Summary
Dispatch:
Officers McGowan and Manis were patrolling 2nd Street at Grenada when they observed a possible fight pending at that
intersection.
Force Used:
Officer Manis used bodily force to perform a takedown, followed by the carotid restraint to safely take the actively
resisting suspect into custody. Officer McGowan assisted in this process by using bodily force to bring the actively
resisting suspect to the ground.
Injuries:
The suspect had minor visible injuries to his right elbow, left tricep, left knee and the right side of his neck.
Officer Manis had minor visible injuries to his right knee, left ring finger, and upper neck. Officer Manis had complaint of
pain to his left knee.
Photographs/Videos:
Officer Sidders photographed the scene, the suspect, Officer McGowan and Officer Manis. No video surveillance was
located.
Statements:
I responded to St. Mary’s Hospital and interviewed the suspect, under Miranda. The interview was digitally recorded and
uploaded to Mideo. For details of the interview, refer to the digital recording, or my follow up report filed under
Supplemental Report #0005.
Conclusion/Actions:
In my opinion the force used was reasonable, effective, and within policy.
Notifications:
Watch Commander Lieutenant K. Giesige was notified of the force used.
