********************USE OF FORCE**********************
On 03/12/2016 at approximately 0130 hours, my partner (Officer E. Mcgowan #10519) and I (Officer C. Manis
#10553) were working uniformed patrol in a marked black and white police vehicle. We were driving eastbound
on 2nd St in the number two lanes when my attention was directed towards a possible fight pending directly in
front of E 2nd St (call #100).
As we pulled up I saw a group of male subjects arguing and taunting one another in a large group. As I exited my
vehicle and began walking up to the group, I said, "Long Beach Police, break it up." As I approached closer to
intervene, I saw one male subject (later identified as ARR Omar Abdelmola) take a fighting stance with both fists
clinched at chest level. Abdelmola then punched another male subject directly in the face. As a result, his body
went limp and fell to the ground to where he could no longer defend himself.
As I observed this, I again said, "Long Beach PD, stop," but Abdelmola again swung his fist towards another male
subject.
My training and experience has shown me that people who have this kind of trained fighting experience can be
extremely dangerous, especially in close quarters combat. To protect the male subject on the ground from any
further injury, I performed a take down on Abdelmola. I wrapped my arms around his midsection, and using my
body weight, I took him to the ground falling forward with his chest to the ground. While taking Abdelmola to the
ground his arms began to flail and defend himself. While we were still struggling to the ground, an unknown hand
of Abdelmola's struck my neck and lower part of my face multiple times, causing visible redness and abrasions.
This gave Abdelmola the chance to nearly flee. As I continued to wrap my arms around his mid section and chest
area, Officer McGowan grabbed Abdelmola by the upper shoulders and we both utilized bodily force to bring him
to the ground with myself landing on top of Abdelmola.
Because of the obvious fighting experience that Abdelmola had and his attempts to strike myself and other
subjects, I needed to stop the threat as quick as possible. Abdelmola was on the ground, his chest and stomach
against ground, and myself on top of him in full mount. I encircled his neck with my left arm and placed my left
inner forearm against the right side of Abdelmola's neck and compressed the carotid arteries. This reduces the
flow of oxygenated blood to the brain. I held this hold for approximately 10 seconds, until Abdelmola was

rendered unconscious. At that point, I released the hold, and told Officer McGowan that Abdelmola was
unconscious. I then grabbed Abdelmola's left arm and placed it behind his back allowing Officer McGowan to
handcuff. Abdelmola was unconscious for approximately 10 seconds.
Officer McGowan immediately placed Abdelmola in the recovery position, checked his vital signs, searched the
subject, and advised Long Beach Fire it was safe to enter and examine Abdelmola. After Long Beach Fire clear
Abdeloma, we placed him in the back of the patrol vehicle,seat belted him in, and transported him to St. Mary's
Hospital where he was cleared by the hospital staff.
After Abdelmola was cleared by the hospital staff, we transported him to the downtown booking station where he
was booked as charged.
It should be noted that the male subject who was knocked unconscious by Abdelmola initially said that he wanted
to be a victim of battery, but then changed his mind.For further, see Officer B. Murphy's #10232 report.
Sergeant D. Scaccia #6048 was advised of the use of force and arrived on scene. Lt Giesige #5376 was advised.
Officer M. Sidders #10562 took photographs of the scene, Abdelmola, and all officers involved.

(slurred speech, poor coordination, staggered gait, blood shot watery eyes, and smelled of the odor of alcohol).
During the investigation a security guard from Dogz Bar and Grill approached me and stated that he kicked
and his friends out of the bar for instigating fights. The security guard stated he was instigating fights out
on the sidewalk even after being kicked out.

Witness told me the following.
was with his friends (Witness and Victim ) at Dog's Bar and Grill. They left the bar
and began to walk westbound on 2nd Street. While they were walking, brushed against a male Hispanic
subject as they were leaving the area. The subject approached them and started calling them, "Niggers."
The witness told me the subject pushed and continued to yell insults at him. He then punched in
the face, causing to lose consciousness and fall to the ground. Police officers arrived on the scene at
that point.
It should be noted that both witnesses were very intoxicated at the time of this investigation.

Narrative
On 03/12/2016 at approximately 0125 hours, I (Officer M. Sidders # 10562) was working uniformed patrol in a
marked black in white police vehicle as 2A10 when I assisted 2A9 (Officer R. Navarro # 10551) who got flagged
down on a fight in front on Shannons the bar on 2nd Street.
While enroute, myself and 2A71 (Officer E. McGowan # 10519 and Officer C. Manis # 10553) were driving
eastbound 2nd Street approaching Glendora Avenue. Officer E. McGowan and Officer C. Manis were in the
number 2 lane and I was in the number 1 lane. Suddenly Officer E. McGowan brings his car to quick stop and
Officer C. Manis quickly exits the passenger side of their vehicle.
I notice there is a fight between three subjects on the south sidewalk of 2nd Street about 15 feet from the Officers
patrol car. Officer E. McGowan and Officer C. Manis run to break up the fight.
I bring my vehicle to a stop and exited it. I run over to my fellow officers to assist them with breaking up the fight. I
see them on the ground with a subject who is violently resisting by throwing punches at Officer C. Manis and not
following commands given to stop resisting. The subject continues to try and stand up and twist his body in an
effort to escape from Officer Manis and Officer McGowan.
I take a hold of the subjects tensed right arm. The arm suddenly goes limp and im able to bring it behind his back
to the handcuffing position. I assisted Officer McGowan with handcuffing the subject. Once the subject was
handcuffed he was escorted to the backseat of a marked black and white police vehicle. For further regarding the

I took photos of the scene, the subject, Officer McGowan and Officer Manis. For a further refer to my photos which

On 3/12/16 at approximately 0130 hours, my partner (Officer C. Manis #10553) and I (Officer E. McGowan
#10519) were working as Unit 2A71 in a marked black-and-white patrol vehicle wearing department issued Police
uniforms. We were driving eastbound on 2nd Street when we observed a group of male subjects fighting in front
of 2nd Street (call #100).
From the driver's seat of my patrol vehicle, I observed the suspect (later identified as Omar Abdelmola) strike a
male White subject (later identified as Victim ) with a closed right fist causing him to become
unconscious and fall to the ground. Refer to Officer B. Murphy's (DID #10232) supplemental report for further.
I quickly exited the patrol vehicle from the driver's seat and observed Officer Manis quickly exit from the
passenger seat. I heard Officer Manis advise, "Long Beach Police, break it up!" I could see the suspect giving
Officer Manis physical resistance by flailing his arms in a combative manner to resist and break free from the
lawful detention.
I observed Officer Manis "bear hug" the suspect (suspect's back to Officer Manis' chest) and turn his body 180
degrees bringing the suspect to the ground. The suspect continued to physically resist and was able to get back
onto his feet.
As I approached the suspect, Officer Manis was still holding onto him (bear hug). The suspect was hunched over
with the top of his head facing me. I took hold of the top of the suspect's shoulders and used bodily force to assist
Officer Manis with bringing the suspect to the ground. The suspect continued to clinch his fist and tense-up his
arms. I advised the suspect to stop resisting.
I observed a large crowd begin to gather around Officer Manis and I. I could hear people screaming and yelling at
us to stop and that the suspect did not do anything. I observed one subject who was a friend of the suspects. He
kept yelling at us to let go of the suspect. I feared the suspect's friends were possibly going to assault Officer
Manis or I in an attempt to rescue the suspect.
While on the ground, I observed Officer Manis lying on the suspect's back with the suspect's stomach on the
ground. I took hold of the suspect's right arm/hand and placed it behind his back. At that moment I heard the
suspect begin to snore. Officer Manis stated, "He's out" which made me believe that Officer Manis applied a
carotid control hold on the suspect.

While the suspect was unconscious, Officer Manis grabbed the suspect's left arm/hand and placed it behind his
back. I quickly applied handcuffs onto the suspect. No further force was used.
I immediately placed the suspect into a recovery position (onto his side and then seated up). I asked the suspect if
he was okay and he stated he was just fine. I checked vital signs and observed the suspect breathing normal and
he was aware. I asked him if he knew where he was and he stated, "Long Beach on 2nd Street."
I brought the suspect to the back of my patrol vehicle where I checked his handcuffs for proper fit and double
locked them. I properly secured him in the back of my patrol vehicle. Long Beach Fire Department Engine 4
arrived on scene and examined the suspect. Officer Manis and I transported the suspect to St. Mary's Medical
Center where he was examined by Doctor . I transported the suspect to booking where he was booked as
charged and released to the care and custody of the 6th floor Men's Jail. I advised the Jail staff of the carotid
control hold being applied on the suspect.

Narrative
On 03/12/16 at approximately 0141 hours, I (Sergeant D. Scaccia #6048) responded to 2nd and Glendora
regarding a reported use of force (Call #0100.)
Upon arrival, I observed the south side of the intersection was filled with emergency vehicles and more than 100
persons, either in the roadway or crowding the sidewalks.Many of the persons I observed appeared intoxicated
and belligerent.
I contacted Officer Manis near the southwest corner of the intersection. He advised me the carotid restraint, and a
bodily force takedown was used to take a suspect into custody. He advised that he would be transporting the
suspect to St. Mary's Hospital for medical clearance.
I responded to St. Mary's and contacted Defendant Abdelmola in the emergency room. I turned on my digital
recorder, introduced myself, and read his Miranda Rights per PD 1000.008. Abdelmola responded by answering,
"Yes sir" to waiver question #1. I asked him what happened and the following is a summary of his response.
He was out on 2nd Street spending the evening at Dogz Bar and Grill with a group of friends, some of whom were,
"Drunk out of their minds." They were leaving the bar and standing outside when fights began to take place. He
observed an unknown subject attempt to punch one of his friends. He responded by punching the subject one
time below the subject's left eye. This caused the subject to fall to the ground. Within two seconds, he was taken
to the ground by unknown persons, possibly the police.As he was going to the ground he noticed a police badge
on his right side. He said the police were, "Doing there job" by contacting him. He felt it was a result of the punch
he threw, and landed, just prior. He said he fully cooperated once he knew they were in fact the police.
I asked him if he thought the police did anything wrong. He answered, "Absolutely not." If he could have changed
any of his behavior, he said he would have just walked away and not been involved in the initial fight. That
