When officers arrived the subject's asked them for assistance. When officers contacted subject he reached into his waistband, threw and object away from them, and would not comply with their orders. Officer R. Paul stuck subject in arm with flashlight, Officer A. Trujillo deployed ECD, and Officer J. Rodriguez applied carotid restraint. Officers were able to handcuff the subject. Paramedics transported the subject to Lakewood Regional Medical Center for medical reasons. I contacted the subject at the hospital, and asked if he wanted to speak to me, and he said he did not want to speak to me. See my supplemental report for visible injuries. I was not able to locate any video of the incident. Officers A. Mercado and E. Betancourt spoke to witnesses, and conducted knock and talks. Based on the officer and witness statements the force used was appropriate, justified and within departmental policy. The circumstances surrounding the application of the carotid restraint were explaining as an escalation in light of ineffective lesser control options. Also noted was the space the officer had to work within.
