abnormal super strength and the flashlight strikes not being effective I felt my ECD would be the best tool to use
to take safely into custody. I deployed my ECD (Electronic Control Device X00-406640) with my left
hand with both prongs striking in the left rib area. The ECD seem to have no affect on who still
continued to resists and would not comply with our orders. I still had a hold of left hand with my right
hand as he continued to pull away. I then advised I was going to use my ECD again if he didn't comply.
I then placed my ECD against his left calf area and cycle it. The cycle seem to have no affect as he continued
pulling away and would not comply. I then used my ECD again on left calf.
Officer Paul was then able to gain control of right hand and handcuff it. I was able to gain control of
left hand and handcuffed it and take him into custody and no further force was used.
After the incident I looked in the area where had thrown the item he retrieved from his groin area. I
discovered it was a black piece of cloth rolled up wrapped in blue tape with a hole in the middle and it was
approximately 2 inches long. Officer Mercado later photograph this item.
I recovered the ECD cartridge and prongs and placed them into evidence. For further see Property report.
Sergeant A. Yap #5740 was notified of the incident.

control an arm as I struggled to keep him from getting on his feet. I noticed the flashlight strikes and our previous
attempts to restrain him were not effective, and our close proximity and tight space did not allow for me to use my
baton nor my ECD. I was holding him down with my left arm and I couldn't get to my ECD, so I reached around
his neck and over his back as I prepared to apply the Carotid control hold. I took him to the ground with my weight
and applied the Carotid control hold. The suspect continued to resist until I was able to apply the hold
successfully, I released the hold and Officer R. Paul was able to handcuff his right wrist. Simultaneously Officer
A. Trujillo deployed his Electronic Control Device (ECD), for further on his use of force see his follow up report.
The ECD appeared to give the suspect conscious at which point he began to tense up again. After the ECD cycle
was over the suspect began to resist again and I attempted to apply the Carotid control hold for a second time,
but was unable to do so successfully before Officer A. Trujillo and Officer R. Paul were able to hand cuff both
arms.
Once both of his arms were handcuffed no further force was used. Officer R. Paul, searched the suspect and I
assisted him with getting the suspect up and out the garage and to the care of Long Beach Fire Department,
Engine 11 and Rescue 9.
Rescue 9 transported the suspect to Lakewood Regional where he was treated for medical reasons.
I notified Unit 3S18, Sergeant A. Yap #5740 of the incident.

Narrative
On 2-10-14 at approximately 0719 hours, I (Ofc. R. Paul #10168) was working uniformed patrol as unit 3A51
when I responded to Osgood St to assist unit 3A24 (Ofc. J. Rodriguez #10153) with an Assist Fire call
(#0340).
The call further stated that the Long Beach Fire Department was en route to a 21-year-old male having a mental
or behavioral breakdown. While en route dispatch updated the call and advised us that the subject (
) was hitting walls in the garage and throwing things.
Upon our arrival, I saw the Long Beach Fire Department staged mid block west of the dispatched address. Ofc
Rodriguez and I contacted (later identified as Witness ). She was a Spanish
speaker so Ofc. Rodriguez spoke to her. She stated that was on drugs, being aggressive to himself, and
hitting the walls. Ofc. Rodriguez and I entered the garage through the pedestrian door. The garage was cluttered
with various pieces of furniture and appeared to have been converted to a bedroom. was standing in the
middle of the garage and was wearing a pair of gym shorts with boxer shorts partially exposed at the top of his
waistband.
Ofc. Rodriguez told to put his hands up.turned away from us while walking toward the bed on
the east wall. He put his right hand inside his waistband, underneath his underwear near his crotch and said, "Do
you want this?" At this point the subject had not been searched and to our knowledge he had already been acting
violently, so I thought he was possibly reaching for a weapon. We immediately got behind him to try to place
handcuffs on him. Ofc. Rodriguez pushed him forward into the mattress, using his momentum as he walked away
from us. was leaning forward in a standing position against the mattress, which was leaning on its side
against the wall. I stood behind and to his right. Ofc. Rodriguez was to my left and at that point I noticed
that unit 3B53 (Ofc. A. Trujillo #6214) was assisting us and standing to the left of Ofc. Rodriguez.
was twisting with his upper body against the mattress. I reached forward to grab onto him while he was
twisting. I ended up getting a hold of his left hand with my right hand. This was not helpful because I was on his
right side and needed to get control of his right arm, so I let go of his left hand. I grabbed onto his right elbow with
my right hand and his right forearm with my left hand. His right hand was still in front of his body at his waist level
and I could not see it. was very tense and I could not move his arm. I ordered to put his arm
behind his back and he did not comply. At this point I thought that was under the influence of some type
of drug because he was extremely strong for his thin build. I tried to push his elbow up and forward to overcome
his resistance but it did not work. Due to the fact that I was unable to gain control of arm through bodily
force, I decided that an impact weapon would better allow me to overcome his resistance. I felt that my Pelican
utility type flashlight was the best option due to the close proximity of the other officers.
