Incident Summary
Officers Dougherty and Officer Holder were on the "4th of July" foot patrol when they observed a 415 involving citizens at
Bayshore Way, on the beach, near the water. Suspect Cianciolo appeared to be under the influence of alcohol and
was engaged in an headed argument. As Dougherty and Holder attempted to detain Cianciolo, he ran into the water.
LBPD Boat Units were near by and assisted detaining Cianciolo on the beach. Officer Jensen exited the boat to assist
detaining Cianciolo.
Cianciolo became combative with officers on the beach as he was being detained. Officer Dougherty applied a carotid
control technique and Cianciolo immediately taken into custody without further incident. Cianciolo was unconscious for
approximately 6 seconds.
Officer Holder and Officer Jensen assisted with handcuffing.
Paramedics responded to the scene, Cianciolo was transported to LB Community Hospital with minor abrasions.
Witnesses were contacted at the scene. Photos were taken of the scene and of Cianciolo. Cianciolo provided a video
taped statement. All photos and video were uploaded to Mideo.
WC1 Davidson was advised.
