Incident Summary
DISPATCH
On July 11, Officers were dispatched to a report of a suspect, later identified as attempting to steal a car, at
San Anseline Avenue. For further regarding the crime, see DR 14-42130, filed by Officer Nguyen #10066.
Officers arrived on scene, and attempted to direct the suspect out of the car, but he would not comply with their
commands. K-9 Officer M.Wooldridge #5331 and his Police Service Dog "Basco" were requested to assist taking
into custody.
FORCE USED
Repeated announcements were made to to surrender, but he refused to comply with the officers' orders.
had ample opportunity and time to surrender, however he chose not to, and instead attempted to get back into the
vehicle.
A 40mm less-lethal launcher was deployed. For further regarding the use of force with the less-lethal launcher "baton
rounds," refer to Officer D.Cohen's report, DR #14-42130.005.
When did not comply after the being struck with the baton rounds, a K9 contact occurred. For further
regarding the K9 contact, refer to Officer M.Woolridge's report, DR #14-42130.006.
INJURIES
I, Sergeant G.Brown #5638 responded to Memorial Hospital, and conducted a K9 contact investigation. Upon arriving, I
observed to be alert and responsive. sustained an injury to his upper left arm, consistent with a K9
contact. For further regarding the injury, refer to Officer M.Woolridge's report, DR #14-42130.006.
PHOTOGRAPHS
Officer D.Paul #10137 responded to Memorial Hospital, and photographed after he received medical
treatment for his injury.
STATEMENTS
I advised of his Miranda rights, then interviewed him, regarding the incident. This interview was digitally
recorded, a copy of the audio file has been uploaded to Blue Team, and an audio CD copy placed into evidence. For
further regarding statements, see my report, DR #14-42130.007.
CONCLUSION
was in the process of committing the felony crime of auto theft, he had not been searched, and was actively
disobeying lawful police commands. Because was attempting to gain a tactical advantage, by re-entering the
vehicle, and possibly barricade himself from officers, the police service dog was deployed. Based on the above
information, I believe the deployment of a police canine was just and proper, and consistent with the policies and
procedures of this Department, regarding the use of police canines.

Use of 40mm foam rounds were reasonable and in-policy under the circumstances. When they
proved ineffective, K9 application was used and resulted in taking the suspect into custody with
moderate injuries. K9 was in-policy and a reasonable alternative given the unsuccessful use of
40mm less lethal rounds.

Marcus, please review this K9 contact and return to me for approval. Sergeant Brown responded to the
hospital for the contact (covering you, perhaps?). I know when a contact occurs, almost always it is
you who responds. I don't know if you were advised of this or not and would like you to review.

I was in Washington, D.C. for a week and Greg Brown (thankfully) covered K-9 contacts while I was
gone. I was notified re the K-9 contact and reviewed the DRs associated with the UOF upon my return.
had committed a felony, had not been searched, and had a tactical advantage over officers
due to his positioning and access to a vehicle. The vehicle may have been used to flee the scene with
all the dangers/liability associated with pursuits and or as a weapon potentially requiring lethal force.
Another appropriate less lethal tool was used (twice) in an attempt to gain compliance
however, it was not effective. The deployment of a police canine in this scenario was proper, just, and
consistent with the policies and procedures of this Department regarding the use of a police canine.
The supervisor's report in BlueTeam was very thorough but I like to include a brief synopsis of witness
statements/knock and talks and this was not done. Witness statements/K&Ts were done and
articulated in supplemental DRs associated with the UOF. If the all of the DRs associated with the UOF
were not reviewed it may appear that witness statements were not obtained.
