Incident Summary
Units responded to the location to assist LBFD Engine & Rescue 13 with a combative subject.
Responding officers determined the suspect was under the influence of a narcotic substance and was a danger to
himself. During a search of the suspect's person the suspect pulled away from Officer Graces #10656, and Officer Ernest
#6082 used bodily force and applied a carotid restraint. The suspect was rendered unconscious after 20 seconds and
was placed in handcuffs. Officer Graces assisted by placing his hands and left knee on the suspect's mid back area to
prevent him from resisting further and dragging his middle knuckle across the suspect's back rib cage as a distraction.
The suspect regain consciousness after five seconds and attempted to kick at the officers. Officer Garcia #6074, applied
the hobble restraint. The suspect was treated by Fire and transported for further treatment.
The subject suffered a minor scratch/abrasion to his forehead area and nose during the take down.
Officer Silva #6321, took photographes of the suspect, officers and the scene, no video camera or images were located.
I contacted the suspect during his treatment at the hospital however he was consistently yelling obscenities and
screaming. The suspect identity is still unknown possibly due to his narcotic induce state.
In my opinion, the force used was reasonable, effective, and within policy.
Watch Commander Lt. Assef was notified of the use of force.

Officers were assisting LBFD with a violent subject under the influence of a controlled substance.
