Incident Summary
Dispatch:
Officer Zavala was flagged down regarding a hit and run. He located the suspect nearby and a use of force occurred.
Call # 0694.
Force Used:
Officer Mihkelson and Officer Zavala both used bodily force to gain control of the suspects arms for handcuffing. When
the suspect resisted Officer Flores used the carotid control hold.
Injuries:
Officer Flores sustained pain to his back. The suspect sustained an abrasion to his forehead. He was medically cleared
at St. Mary's Hospital.
Photographs/Videos:
Officer G. Ornelas photographed the scene, vehicles, officers, and suspect. There was no video in the area.
Statements:
The suspects mother was present during the incident. She said the officers acted professionally and apologized several
times for the way her son behaved. The suspect felt that if he didn't commit a hit and run he need to answer any of the
officer questions. He also denied resisting arrest.
Conclusion/Actions:
The use of force was reasonable and within policy. No further action.
