Narrative
On 04/14/15 at approximately 1109 hours, Unit DE6 (Officer B. Mihkelson #6219) and I Unit DE7 (Officer J. Flores
#10007) assisted Unit 1B4 (Officer I. Zavala #6219) rear of 1959 Pine Avenue, regarding a non-injury hit and run
traffic accident that had occurred at 20th Street and Pacific Avenue (Call #694).
We were later assisted by Unit 1B3 (Officer A. Khan #5375), Unit 1B7 (Officer J. Meyer #5326), Unit 168B (Officer
J. Reyes #10075), and Unit 1B34 (Officer G. Ornelas #6122).
Officer Zavala had advised dispatch he had a possible Suspect vehicle and Suspect driver detained in the alley
rear of Pine Avenue. Officer Zavala went on to advise dispatch the Suspect was uncooperative.
On this day, Officer Zavala, Officer Mihkelson, and I were wearing our Navy blue wool uniform, with Long Beach
Police shoulder patches, and our police badge over our left breast pocket. Officer Zavala, Officer Mihkelson, and I
were wearing our black police issued duty belts with our guns holstered, while we were conducting our
investigation of a hit and run traffic accident.
Upon Officer Mihkeleson's and I arrival I observed a black Honda Civic (CA #7HAX728) parked southbound in the
alley rear of Pine Avenue. I also observed a male Hispanic, who was identified as Jonathan Suarez and as
the Suspect, standing just east of the vehicle and appeared to be arguing with Officer Zavala. As I got closer I
began to hear Suarez say, "I don't have to tell you shit, you already ran the plate and have my name." Suarez was
standing, east of his vehicle, in a two and half foot space, between his vehicle and a wrought iron gate. Suarez
had an un-tucked blue button up shirt that covered both his waistband and obstructed my view of the front of his
pockets. Suarez had both of hands balled up and did not appear to want to answer any of Officer Zavala's
questions. I told Suarez to answer Officer Zavala's questions and to stop delaying Officer Zavala's investigation.
Suarez clenched his fist even tighter, to the point I could see the whites of his knuckles, leaned towards me, and
said, "If I don't, what are you going to do." There was a female Hispanic, who was later identified as
, who was standing next to Suarez, south of him. I observed a second female
Hispanic subject, who was identified as standing next to Suarez, north of him. I asked
to step aside and allow me to get closer to Suarez to give me a better position of advantage. I also feared if
Suarez was to fight us, could get hurt, which was why I also asked her to step aside.
As we were conducting our investigation Suarez had still not been searched, was continuing to clinch his fists, and
had already used challenging words "If I don't, what are you going to do." By fleeing the scene of a crime Suarez
had already shown he was not going to comply with laws and any of our orders, at this time.
Believing Suarez would attempt to fight us and seeing the situation escalate, Officer Mihkelson circled around to

the right side of Suarez, asking to step away, while I stood to the left side of Suarez. In an attempt to
handcuff Suarez, Officer Mihkelson ordered Suarez to place his hands behind his back. Suarez replied to Officer
Mihkelson, "You're not going to arrest me." Officer Mihkelson took control of Suarez' right arm and I took control of
Suarez' left arm. Suarez tensed up his both of his arms, maintaining them in front of him, and preventing Officer
Mihkelson and I from handcuffing him. While in the confined space, struggling to place Suarez' arms behind his
back, and unable to reach for my electronic control device or baton I transitioned by encircled Suarez' neck,
placing him in a carotid control restraint. Officer Zavala immediately took control of Suarez' left arm and began to
tell Suarez to stop resisting.
I maintained the carotid control restraint for approximately 15-seconds, when Officer Zavala told me Suarez had
lost conscious. I then felt Suarez' body go limp and immediately released the carotid control restraint. Officer
Mihkelson and Officer Zavala maintained control of Suarez' arms and safely guided Suarez to the ground and
onto his stomach. Officer Mihkelson handcuffed Suarez and turned him on to his right side. Officer Mihkelson
began to check Suarez' vitals. I could see Suarez' eyes open and could see his chest rise as he was breathing on
his own. Using my hand held radio I asked for medical assistance for Suarez.
Long Beach Fire Engine 3 and Long Beach Rescue 3 responded. Fire personnel began to treat Suarez. Seeing
Suarez was handcuffed, Fire personnel asked Suarez to lean forward so the could apply the cuff to a blood
pressure machine to check Suarez' blood pressure. Suarez replied to Fire personnel, "Fuck you, stop touching me
you punk ass bitch. I don't need you."
Long Beach Fire personnel advised Suarez they were going to transport him to St. Mary's hospital to have him
medically evaluated. Fire personnel asked Suarez to stand up and get on a gurney. Suarez refused to stand, by
saying, "I'm not going to stand up. You stand me up." Fire personnel assisted Suarez on to his feet, placed him on
a gurney, and wheeled him to the Rescue unit.
While inside of the Rescue unit, Officer Mihkelson conducted a field show up with the witness of the hit and run
traffic accident. Officer Mihkelson advised dispatch it was a positive field show up (for further see Officer
Mihkelson's follow-up report).
Officer Zavala advised Suarez he was under arrest for the hit and run traffic accident and obstructing a police
investigation (for further see Officer Zavala's follow-up report).
Officer Ornelas photographed the scene (for further see Officer Ornelas photographs).
Officer Reyes contacted (for further see Officer Reyes follow-up report).
Long Beach Rescue 3 transported Suarez to St. Mary's hospital and Officer Khan rode in the Rescue unit with
Suarez (for further see Officer Khan's police report. Officer Meyer also responded to St. Mary's hospital, where
Suarez was later cleared for booking. Officer Meyer and Officer Khan transported Suarez to 400 W. Broadway,
where he was booked as charged.
Officer Khan and Officer Meyer completed the booking process, escorted Suarez to the 6th floor men's jail, and
transferred custody to the jailers.

On 04-14-15 at approximately 1113 hours, I (Officer JC. Reyes #10075) was working as Unit 168B and assisted
Unit 1B4 (Officer I. Zavala #6017) who was investigating a non-injury hit & run vehicle accident. (Call #0694)
While en route, Officer Zavala aired over the radio that he was just involved in a use of force and requested a
Sergeant to respond.
Upon my arrival, I was directed to interview the Witness (later identified as ) who
witnessed the use of force involving Long Beach Police Officers (later identified as Jonathan Suarez,
DOB 10-03-94). For further see the officer's use of force report.
As I walked up to I noticed she appeared frighten and was crying. I introduced myself to her and told her
that I was there to get her statement about the incident that she had just witnessed.
was in front of her house () cleaning the front porch and noticed a female Black subject
talking to a Police Officer. The female subject was telling the Officer that a guy wearing a black shirt and driving a
black vehicle had just hit a parked vehicle.
said she walked towards the parked vehicle to look at the damage. As she stood by the parked vehicle,
she noticed the Police Officer drive towards the north/south alley (Solana Ct) east of Pacific Avenue at 20th
Street.

walked to their location, heard Officer Zavala asked politely if he had struck a vehicle.
said then began to flip Officer Zavala off by using his middle finger and said, "Fuck you bitch," "You are a
fucking pig," and "Chinga tu madre"(Translation: "Fuck your mother")
then asked Officer Zavala if he could please explain to her what was going. Officer Zavala advised her
that he was just asking a question, if he had hit a vehicle. said that during her conversation with
Officer Zavala, continued to say, "Fuck you bitch."
Officer Zavala then asked what his name was. replied, "Why do you want to know. They already
told you." Officer Zavala then asked if she could provide him with name and she replied,
"Jonathan." then told to give Officer Zavala his identification card. said refused to
listen to her and Officer Zavala and did not provide him with his information.
At that moment, got really nervous and began to cry. She said she could not maintain her composure and
was having a difficult time answering Officer Zavala's questions. Due to shouting, "Fuck you" and "You
fucking bitch."
said a second officer (pointed at Officer Flores) arrived on scene and told to answer the
questions. saw that got confrontational and very close to Officer Flores face and said, "Fuck you."
got scared and moved to the side to allow Officer Zavala and Officer Flores to have a conversation with

then noticed that the Officers made a hand gesture to each other as a form of communication. She said
the hand gesture appeared to her as if they were going to place under arrest.
could not recall what Officer told to turn around and to put his hands behind his back, but
refused and did not cooperate. She said began to resist by placing his hands close to each other in front
of his chest. said the Officer's then told to cooperate and to listen to them, but said, "Fuck
you."
All of a sudden one of the Officers (could not recall which Officer) grabbed by the neck and took him down
to the ground to handcuff him. said the Officers did not mistreat in anyway and safely took him
into custody.
As I concluded my interview with Sgt. A. Eaton #5851 (Unit 1S5) asked me to assist him in translating
with Spanish, while he conducted his interview with Sgt. Eaton recorded the interview.
During the interview, was consistent with what she told me. However, during Sgt. Eaton's interview
added additional information:
Sgt. Eaton asked why was so upset and so angry and replied, "He is always like that."
continued to say is always angry.
Sgt. Eaton then asked if the Police Officers hit with their fist or with their batons and she stated,
"No." went on to say that was just taken to the ground and handcuffed only.

On 04/14/15 at 1109 hours my partner (Ofc. J. Flores #1007), who was working as Unit DE7, and I (Ofc.

call turned into a use of force. Call #694.
We assisted Unit 1B4 (Ofc. I. Zavala #6017) who had detained the suspect of the hit and run. Ofc. Zavala had
asked for a unit to assist due to the suspect being uncooperative.
Upon arrival, I observed a black Honda Civic (CA plate 7HAX728), which was later identified as the suspect
vehicle, parked rear of 1975 Pine Ave facing southbound.There was a male Hispanic (Later identified as ARR
Suarez) standing on the eastside of the vehicle. ARR Suarez was standing between the vehicle and a fence with
approximately two feet between the fence and vehicle.A female Hispanic (Later identified as Witness
was standing in front of the vehicle. Another female Hispanic (Later identified as Witness was standing on
the eastside of the vehicle just north of where ARR Suarez was standing. Ofc. Zavala was standing in front of the
vehicle facing ARR Suarez.
I walked to the eastside of the vehicle and stood next to Witness in order to get closer to ARR Suarez.
ARR Suarez was facing in a southwesterly direction as he spoke to Ofc. Zavala. I was standing to the right of
ARR Suarez.

Narrative
Ofc. Zavala was attempting to obtain ARR Suarez' information so he could conduct his investigation. ARR Suarez
was uncooperative and refused to give his information. He told Ofc. Zavala he was not going to give him his
information because he did not do anything wrong. Since Ofc. Zavala was unable to gain information from ARR
Suarez, he attempted to get ARR Suarez' information from Witness who I learned later was ARR Suarez'
mother. While Ofc. Zavala was speaking to Witness I observed Ofc. Flores place himself closer to ARR
Suarez, which I believed was a position of advantage in case ARR Suarez decided to fight us or flee from us.
As Ofc. Flores moved closer to ARR Suarez, I observed ARR Suarez ball his fists and he stated in an angry voice
to Ofc. Flores, "What are you going to do about it?" At this point I believed that ARR Suarez may have been
preparing to fight. In order to prevent ARR Suarez from fighting us and to allow the investigation to safely proceed,
we decided to place ARR Suarez in handcuffs. I pulled out my handcuffs and ordered ARR Suarez to place his
hands behind his back.
I took hold of ARR Suarez' right wrist and he immediately tensed up and stiffened his arm so I could not pull it
behind his back. I ordered ARR Suarez to stop resisting but he continued to tighten his arm so I could not pull it
behind his back. I pulled his arm towards his back but he overpowered me and pulled his arm back towards his
chest. I again ordered him to stop resisting but he failed to comply with my orders and would not allow me to pull
his arm behind his back.
I observed Ofc. Flores move behind ARR Suarez and place his right arm around his neck. Ofc. Flores began
applying pressure in an attempt to subdue ARR Suarez by use of the carotid control hold.
I continued to pull on ARR Suarez' right arm and approximately 10 - 15 seconds after Ofc. Flores applied
pressure, I felt ARR Suarez' arm go limp. I believed that ARR Suarez had lost consciousness due to the carotid
control hold.
Ofc. Zavala stated that ARR Suarez was unconscious. I continued to hold ARR Suarez' right arm and Ofc. Zavala
took hold of his left arm. We gently laid ARR Suarez down on the ground in front of the vehicle on his stomach. I
handcuffed ARR Suarez and immediately rolled him onto his side and checked his breathing. I could see ARR
Suarez breathing and his eyes opened up. He began talking and I believed that he had regained full
consciousness. I searched him and placed him into the seated position. No more force was used. ARR Suarez
was unconscious for approximately 10-15 seconds.
Ofc. Flores asked for medics for ARR Suarez, due to him losing consciousness and for a sergeant for a use of
force.
As I was standing in the alley a female Black (Later identified as Witness came walking southbound the
alley from W. 20th St towards us. Ofc. Zavala informed me that she was the witness to the hit and run and asked
me to contact her. I contacted Witness and took her statement for the hit and run (For further see Traffic
Accident Report).
A Field Show-Up was conducted and Witness positively identified ARR Suarez as the driver of the suspect
vehicle (for further see Field Show-Up Admonition). Witness also positively identified the suspect vehicle.

While working uniform patrol unit 1B3, I (Officer Khan, A. #5375) assisted unit DE7 (Officer J. Flores #10007)
regarding a use of force that occurred in the alley rear of Pine Ave. For further see Call #694.
Upon arrival I observed a Male Hispanic (identified as ARR Suarez, Jonathan BK #4297993) subject handcuffed
,sitting on the ground, and being treated by LB Fire personnel. Suarez appeared to be arguing with the Fire
personnel. I heard Suarez say, "Leave me the fuck alone" to the Fire personnel, as I passed by him to contact the
Officer's on scene.
I contacted Sgt. Burford and Sgt. Eaton who were already on scene. They advised me that Suarez was under
arrest and the carotid restraint was applied during the use of force. I was assigned to take custody of Suarez and
remain with him during the transport and treatment at the hospital.
I walked over to Suarez and heard him still arguing with LB Fire personnel who were trying to treat him. Suarez
said, "Fuck you pussy's. Stop fucking touching me mother fuckers." LB Fire advised they were just trying to make
sure he was ok and Suarez replied, "Fuck you. Puto". LB Fire personnel asked what that meant and Suarez
replied, "It's your mother". At this point, The LB Fire personnel requested an officer escort the prisoner in the back
of the rescue unit.
I told Suarez to calm down and just cooperate. Suarez was placed on the gurney by LB Fire personnel and into
the rear of LB Fire Rescue Unit #3. I (Khan) rode in the back of the rescue unit with Suarez while Unit 1B7 (Ofc. J.
Meyer #5326) followed behind in his patrol car to St. Mary's Hospital.
Suarez did not speak during the ride to the hospital. Suarez was treated by St. Mary's Emergency room doctor's.
Suarez was medically cleared for booking by the staff. For further see Medical Clearance Form.
Unit 1B34 (Ofc. Ornelas, G. # 6122) arrived at the hospital and took photos of Suarez.
I read Suarez his Miranda rights per PD Form 1000.008 to which Suarez stated, "Yeah Sure" to both waiver
questions. I noticed a small red abrasion on Suarez's right forehead area and I asked him how he got that injury.
Suarez said, "I don't know". I asked if it was already there prior to Officer's contacting him today and he said,
"Yeah sure".
I asked Suarez if he had any other injuries and he stated, "No". I asked him if he remembers what happened

today with the Officers in the alley. Suarez said, "I didn't do anything". I didn't hit the car".
Suarez was very uncooperative and hesitant to provide details of the incident. Suarez kept repeating, "I didn't hit
the car".
I asked Suarez to give me his side of the incident. Suarez said he was moving his car (Black Honda) which was
parked facing west on the north side of 20th St just east of Pacific Ave.
Suarez decided to make a quick U-turn so he drove west on 20th St and then turned south into the driveway of a
business on the South/East corner of 20th/Pacific.
Suarez then reversed his vehicle northbound and completed his U-turn heading east on 20th St. Suarez said he
saw the White Van (Victim Vehicle) parked nearby but he did not hit the vehicle at any time during his turn. Suarez
also stated he did not see anyone on the south sidewalk when he made his U-turn.
Suarez drove East on 20th St then turned South into the N/S alley rear of Pine. Suarez drove about half way
down the alley then pulled over and parked to wait for his girlfriend. Suarez got out of his vehicle and was
standing in the alley when Officers approached him.
I asked Suarez if he knew they were LB Police Officers and he said, "Yeah". Suarez described the two officers as
a younger heavier set officer and a thinner older officer wearing prescription glasses. Suarez said that both
officers kept asking him if he had hit a car. Suarez told them, "I didn't hit nothing".
Suarez said the Officers told them they were investigating a hit and run vehicle accident and that he had been
pointed out as the suspect. Suarez said he was very upset and angry because he did not hit any vehicles and he
did not want to keep answering the Officer's questions.
Suarez stated he didn't use any profanities and did not try to resist the Officers. Suarez said that two Officers
grabbed both of his arms and tried to handcuff him. Suarez then remembers an Officer "choking" him. Suarez
does not remember losing consciousness. Suarez states the Officers handcuffed him but he doesn't remember
the details.
I asked Suarez if he could have handled the situation differently and Suarez said, "No, you'll probably be dealing
with me again".
I placed Suarez,who was handcuffed (Double-locked), into the rear of Unit 1B7's (Ofc. Meyer) patrol car. I
seatbelted Suarez and both I (Khan) and Meyer transported him to the downtown station. Suarez was booked as
charged and released to sixth floor men's jail.

On 4/14/15, I (Officer I. Zavala #6017) while working as Unit 1B4 was flagged down by a female African-
American regarding a hit and run accident that had just occurred at 20th Street and Pacific Avenue (Call #0694).
Several Units later assisted.
The female (late identified as told me the suspect in a black vehicle had just driven into the alley
and parked at the rear of Pine Avenue. The female pointed out the suspect vehicle, a black Honda Civic
(license plate 7HAX728). It was parked in front of the garages at the rear Pine Avenue. The vehicle had
minor damage to the front right fender and headlight.
I stopped my patrol vehicle and contacted the driver, later identified as Jonathan Juan Suarez, who was exiting
the vehicle.
I approached Suarez and asked him if he had just hit a white van that was parked on 20th Street, Suarez angrily
replied, " Why? Its none of your fucking business." I told Suarez that a witness had just told me that she had
witnessed him hitting the parked van and that he fled.
Again, I asked Suarez if he had hit the van and again Suarez replied, "It's my Uncle's van and I already told you
that it's none of your business Fucking pig."
While I was talking to Suarez in the alley,,, approached and asked Suarez in
Spanish what was going on. then asked me what was happening. I told her that I was flagged down and
was told that Suarez had just hit a parked van on 20th Street. stated she was in front of her residence
cleaning her yard and did not see or hear Suarez hit any vehicles. However, stated she heard Suarez
burning rubber in front of her residence. said she had witnessed the female Black telling me about the hit
and run.
I aired via the radio for units to assist because Suarez was being uncooperative. Unit DE6 (Officer B. Mihkelson
#6219) and Unit DE7 (Officer J. Flores #1007) arrived on scene while I was still talking to Suarez.

I asked Suarez for his name and if he had a valid California driver's license. Suarez, replied, " I don't have to give
you anything because I didn't do anything. You already know my name because you ran my license plate."
repeatedly told Suarez to cooperate and just give me his name but he became verbally aggressive
towards her. He told her that he did not need to give me his name because he hadn't done anything wrong and
because it was none of my business.
While Officer Flores, Mihkelson, and I were talking to Suarez, Suarez's friend,, came out to the
alley where we were talking to Suarez and Montes.
Again, I asked Suarez for his name and again he refused to give us his name. Based on the witness observation
regarding the hit and run and the fact that Suarez was agitated and not cooperating with the investigation, we
decided to handcuff Suarez pending further investigation. Officer Mihkelson, Officer Flores, and I then
approached Suarez and asked him to place his hands behind his back. Suarez then balled his fists and said,
"Why, I didn't do shit. Why are you arresting me?" At this point, Officer Mihkelson attempted to take control of
Suarez's right hand but Suarez brought up both of his balled up fists to his chest while Officer Flores and I
attempted to take control of Suarez's left hand. Suarez leaned back against a chain link fence to prevent us from
taking control of him and refused to cooperate. I told Suarez repeatedly to stop resisting and to cooperate.
Officer Flores was able to get behind Suarez and placed his right arm in the carotid restraint control position.
Officer Flores effectively applied the carotid restraint hold for approximately 10-14 seconds on Suarez. It
appeared as if Suarez lost consciousness for approximately 10-15 seconds after Officer Flores applied the carotid
restraint hold. We assisted Suarez to the ground, rolled him onto his side and checked his breathing. We the
rolled him onto his stomach where we safely handcuffed him and sat him up.
A short time later, Suarez's aunt (the owner of the van) also later arrived on scene and advised us that there was
no damage to her van.
Officer Flores requested paramedics and LBFD Rescue 3 later responded. They transported Suarez to St Mary's
Hospital. Unit 1B3 (Officer K. Asif #5375) went to the hospital with Suarez. After Suarez was medically cleared at
the hospital, Officer Khan transported Suarez to booking where he was booked as charged. For further. see

I requested a Sergeant via the radio to respond regarding the use of force. Unit 1S5 (Sgt. A. Eaton #5851) later

On 4/14/2015 at about 1109 hours, I, Sgt. A. Eaton #5851, assisted officers on a hit and run investigation where a
use of force occurred. Call # 0694
Upon my arrival I spoke to Officer Zavala, Officer Mihkelson, and Officer Flores about the incident. Officer Flores
told me he was starting to feel pain in his back. He said the injury occurred when he was applying the carotid
control hold to the suspect. Refer to the officers supplemental reports for further details.
Officer Zavala pointed to ,, who was present during the arrest. I asked Officer
J. Reyes to interview because she spoke only Spanish. Once their interview was completed I asked her
some additional questions. I tape recorded the interview, which was later uploaded to the Mideo system. Refer to
Officer Reyes supp # 002 for further details.
Officer Zavala also directed me to a witness who was found to be a neighbor of the suspect. I spoke to
. I also tape recorded the interview and it was uploaded to the Mideo System. She has known
Suarez for about a year saying they are neighbors. She denied he was her boyfriend. said she was in the
alleyway before the arrest occurred and heard Officer Zavala ask Suarez if he had hit a van. Suarez told the
officer that it was none of his business and even if he had hit the van why should he care. Suarez also denied
hitting the van. said Suarez was using curse words which she described as "Fuck off" and/or "Fuck you."
She said he was also using his middle finger basically saying, "Fuck you." Aguilar said Suarez's mother was in
front of her house ) where the van was parked and did not believe there was a collision.
said when the officers went to arrest Suarez she was asked to step to the side and saw one of the officers
grab his handcuffs. The officer with the handcuffs went behind Suarez and that's when all of the officers started to

arrest him. I asked what Suarez did when the officers tried to arrest him. She said he started asking why
he was being arrested. said, "He was just standing there trying not to get arrested." Then she changed
her statement saying he was just standing there "low key" letting himself be arrested.
I asked her if Suarez ever placed his hands in front of his body. She described Suarez as leaning back because
one of the officers was trying to "put him on the floor." While describing the action she motioned with one arm
saying the officer placed his arm around Suarez's neck. Once on the ground the officers placed him on the
ground, handcuffed him and then sat him up. said she never saw the officers punch, kick, baton, or ECD
Suarez. She had nothing else to add.
I responded to booking where I met with Officer Khan and Officer Meyer. Officer Khan told me he read Suarez his
Miranda rights and he was willing to talk. I tape recorded the interview and it was later uploaded to the Mideo
system. Suarez said the officers were saying he hit the van and the van belongs to his aunt. His aunt said there
was no damage and his mother also did not believe he hit the van. I asked him how the officer would have known
all of those details unless he was able to ask him some questions. I asked him if he knew the officer was flagged
down by a witness and he said, "That's what they said." I told him the Officer said he started to flip him (officer) off
and told him to "Fuck off." Suarez said he didn't tell the officer to "Fuck off" but he did tell the officer to "stop
bugging him" because he didn't hit no van.
I asked him if the officer told him to put his hands behind his back and he said they just started grabbing his
hands, twisted them back, and started choking him. They dropped him to the ground and put the handcuffs on. I
asked about the scrape on his forehead. He said it happened when he was put on the ground. He said it was only
one officer who choked him. The officers never told him he was under arrest nor that he was being suspected of
committing a crime. I asked if he ever pulled his hands toward his chest when they were trying to arrest him. He
said they pulled his hands behind his back and he never had his hands in near his chest.
I asked why he was so upset when the officer first showed up to talk to him. He basically said the police always
want to mess with him. I asked if he has ever had any issues with the first officer (Zavala) who showed up. He
thought this officer worked at Poly High. I told him the officer never worked at Poly High. I asked if he thought if
he just answered the officers questions that he wouldn't have been arrested. Suarez said he told the officer he
didn't hit a van. I said at some point while explaining he didn't hit the van he said, "Fuck you, Fuck you pig, Fuck
off." I waited several seconds with no response. I said by his silence that he must agree with me and he said,
"No." No further questions were asked.
I searched the area and could not locate any surveillance cameras.
