Brammer #10014 was dispatched to assist LBFD on a subject screaming and spitting inside of a restaurant at Long Beach Blvd. Force Used: Officer Brammer used a control hold, bodily force, a takedown, and the carotid restraint to take custody of a subject that became combative as the officer escorted him out of the restaurant. Injuries: Neither the officer nor the suspect was injured during the use of force. The suspect was transported to Long Beach Community Hospital per policy (carotid restraint) to be cleared for booking. Photographs/Videos Officer Olmos #10557 took photos of Officer Brammer, the suspect, and the location. There was a video camera inside of the restaurant, but the owner did not know if it was operable. Statements: The suspect was under the influence of heroin and unable to provide a statement. Conclusions/Actions: In my opinion, the force used was reasonable, effective, and within policy. Notifications: Watch Commander, Lt. Faris was notified of the use of force.
