Incident Summary
CALL/INCIDENT:
Officer K. Chang (#5508) responded to an unknown trouble call and was assisted by Officer J. Calvert (#6136) and C.
Luther (#10655). The call was updated to a possible burglary in an apartment at the dispatch location. Officers
attempted to contact the suspect, who punched Officer Calvert in the face. DR #15-34048, call #1922.
USE OF FORCE:
Officer Chang deployed his ECD, applied the carotid control hold and used bodily force to control the resistive, combative
subject.
Officer Calvert utilized a flashlight strike, bodily force and the deployment of an ECD.
Officer Luther deployed his ECD and used bodily force in order to apply a hobble restraint on the subject.
INJURIES-SUSPECT:
The suspect received a small laceration to the bridge of his nose. He also received probe puncture marks and Taser
marks to his back from the ECD deployment.
INJURIES-OFFICER:
Officer Calvert sustained an injury to his right wrist, which caused swelling and required further treatment at Occupation
Health. Officer Calvert also complained of pain and stiffness to his neck at the conclusion of this incident.
Officer Chang suffered abrasions to his left wrist and left elbow, which were caused by the roadway when the subject
was pulling away from Officer Chang.

SUSPECT INTERVIEW:
I responded to Memorial Hospital to contact the suspect. Due to the medication he was given to sedate him, I was
unable to speak with him.
CONCLUSION/ACTIONS:
Based on the totality of the circumstances in this case, the Use of Force was reasonably justified and within department
policy. While in the paramedic unit, the suspect began spitting towards LBDFD personnel. An expectorant shield was
applied to the suspect.
NOTIFICATIONS:
WC, Lt. Berkenkamp was advised of the Use of Force.

DISPOSITION: In Policy ACTION: No Further Action COMMENTS: The number of ECD deployments
was of concern, however, after reviewing the reports and the Sergeants investigsation the use of
force appears to be reasonable, necessary and in policy. Verbal counseling was suggested to
Sergeant Hall for Officer Chang on resecuring his ECD rather than dropping it (if possible).
