Special Order - 7.5.10.14 Less Lethal Munitions 6-15-21LONG BEACH Date: June 15, 2021 To: WATCH REPORT From: Robert G. Luna, Chief of Police Subject: SPECIAL ORDER — LESS LETHAL MUNITIONS Memorandum Effective immediately this Special Order revises LBPD Manual § 7.5.10.14 RESPONSIBILITIES to the following: OFFICER When an officer launches a less lethal munition at and STRIKES a subject, they shall complete all steps in manual § 7.1.2.7 Use of Force — Employee Responsibilities. When an officer launches a less lethal munition at but DOES NOT strike a subject, they shall do the following: 1. Notify their supervisor, 2. File an electronic incident report documenting the events of the incident. SUPERVISOR When a less lethal munition is launched at and STRIKES a subject, the supervisor shall do the following: 1. Ensure that proper medical aid is provided as soon as practicable, 2. Complete all steps in manual § 7.1.2.8 Use of Force — Supervisor's Responsibilities. When a less lethal munition is launched at and DOES NOT strike a subject, the supervisor shall do the following: 1. Evaluate the use of force and respond to the scene if necessary, 2. Ensure the employee completes an electronic incident report, 3. Review reports related to the use of force incident, and any digital evidence (i.e., photos/video) available at the time of filing, 4. DO NOT complete a Supervisor's Use of Force Report. WATCH COMMANDER When a less lethal munition is launched at and STRIKES a subject, the Watch Commander shall complete all steps in manual § 7.1.2.10 Use of Force — Watch Commander Responsibilities.
