Printable Report _ BlueTeam 6Long Beach Police Dept Use Of Force Report Print Incident Details Date Received Date of Occurrence Time of Occurrence 03/08/2016 03/08/2016 23:55 Record ID Number DR Number IA Number 10404 160016853 UOF2016-0071 Date/Time Entered Entered By Assigned Investigator 03/18/2016 05:01 Sergeant Jonathan Steinhauser [Incident pending assignment] Incident Summary Dispatch: Officer Thach and Hughes noticed a vehicle commit traffic violations and stopped the vehicle for traffic enforcement. The vehicle was later determined to be stolen. Force Used: Officer Hughes used the Carotid Control hold after the Suspect attempted to swallow evidence. When Officer Hughes tired to stop the Suspect he tired to punch Officer. Carotid Control hold was effective. The Suspect regained consciences before handcuffs were applied, and continued to resist. Officer Hughes attempted another Carotid Control hold, however it was not effective. Officer Hughes used a bodily force takedown after the Suspect was able to stand back up to his feet. Officer Hughes used his CEW to gain control of the Suspect. Officer Thach used his CEW after he observed the Suspect violently resisting Officer Hughes’ attempts to take him into custody. Injuries: The Suspect had a visible abrasion to his forehead and a scratch/abrasion to his left eyebrow. Officer Thach had an abrasion to his right forearm and right knee. Officer Hughes had swelling to his right hand. Photographs/Videos: Photos were taken of the Suspect, Scene, and Officers. No video was located, and no cameras observed in the area. Statements: Officer Thach advised the Suspect of his Miranda Rights prior to my arrival at the hospital, and the Suspect stated that he wished to have a lawyer present. No questions were asked of the Suspect. Conclusion/Actions: In my opinion the force used was reasonable, effective, and within policy. No further action required. Notifications: Watch Commander LT Giesige was notified of the incident. The on-call IA Sergeant was notified due to the abrasions on the Suspects head.
