Ruedas #10953) and I (Officer A. Van Holland #10919) were working as unit MT22 in the area of Long Beach Boulevard in the City of Long Beach, Ca. I was assigned to assist Metro Transit Security Officers on the Pacific Coast Highway platform at the above location. We arrived at the Pacific Coast Highway station and within minutes our attention was drawn to train # which was at the end of the train. I heard Metro Transit Officer Richmond yelled, "Hey!" and I could hear subjects yelling at each other behind me. I immediately turned around and observed two subjects on the platform. I observed a male Hispanic (later identified as Martin Segura) with a maroon t-shirt with his hands up and a male Black (later identified as SUS Chris Leachman) walking backwards toward the Metro train As soon as Leachman got to the mouth of the train door he pulled a black pocketknife out of his right pant pocket and immediately flicked it open. Using my department issued radio and I asked for assisting units to respond code 3 (Emergency lights and sirens). Leachman began yelling, "Fuck you" in a very aggressive demeanor. My partner and I told Leachman to drop the knife multiple times. Leachman walked inside the Metro train yelling unknown words but with the open knife in his right hand. We told multiple pedestrians inside train to evacuate the train. Multiple subjects got off the train and left the platform. Leachman continued to walk in the train with the open knife in his hand yelling very loudly. Leachman walked outside the train onto the platform with the knife in his right hand telling my partner and I to get the fuck away from him. My partner and I again told Leachman to drop the knife but ignored our command and proceeded to walk southbound on the platform then off the platform. Due to my training and experience, it appeared Leachman was some type of drug or had a mental illness due to his violent demeanor and also he would not listening to any commands. Leachman walked northbound on the train tracks with the open knife in his hand. At this time, Unit DUI2 (Officer S. Sriwanthana #5617) arrived on scene. I advised Officer Sriwanthana that Leachman had the open knife in his hand. I observed Leachman belligerently throw a while plastic bag into the northbound lanes of traffic. As Officer Sriwanthana got off his motorcycle, I heard him command Leachman to drop the knife. Leachman ignored the command and proceeded to walk northbound on the train tracks then eastbound into the northbound traffic lanes. Officer Sriwanthana and Officer Ruedas began yelling to Leachman to drop the knife numerous times. At this time, there were numerous vehicles in northbound lanes of traffic and also a large group of pedestrians on the southeast curb of Long Beach Boulevard and Pacific Coast Highway. Officer Sriwanthana told Leachman to drop the knife and get on the ground. Leachman continued to walk toward the pedestrians and the vehicles. I observed Officer Sriwanthana used his Conducted Electrical Weapon (CEW). I heard Officer Sriwanthana state his CEW deployment was ineffective on Leachman due to his body not locking up, but the knife had dropped from his hand. I told Leachman to get down on the ground. Leachman stated he dropped the knife but continued to stand and stared at Officer Sriwanthana. Leachman was not following any of our commands as we told him to get on the ground. My partner pulled out his CEW and deployed it. Leachman's body locked up and he dropped to his knees then onto his stomach. Leachman lay on his stomach with both hands under his body. I observed my Officer Ruedas kick the knife away from Leachman's reach. I reached for Leachman's left hand and told him to place both hands behind his back. Leachman complied and I placed handcuffs on his with the assisted of Officer Ruedas. No force was used on Leachman. I placed Leachman in the back of the seat of the patrol vehicle. I proceeded back onto the platform and spoke with Martin Segura. Segura was extremely uncooperative and would not tell me anything that occurred prior to getting off the train with Leachman. Segura was cited for 640 (D)(1)- unruly behavior on the metro transit (citation #C010076). Segura signed the citation and was released. Jackson #11093) and I (Officer N. Dougan #11118) assisted Unit MT22 (Officer A. Van Holland #10919 and Officer K. Ruedas #10953) who were asking units to assist "Code 3" at Long Beach Boulevard (call #1197). Upon arrival, the scene was "code 4". I was advised that units were involved in a use of force. I was tasked with gathering any video surveillance that contained footage of the incident. I contacted an employee () at the Long Beach Boulevard, and they advised me they had video surveillance. They had two cameras that captured portions of the incident, Camera West Side Parking, and Camera #16. I watched the surveillance footage and observed the following. At approximately 1720 hours, I observed a male Black subject walking northbound on the East side of the street. I observed one officer kick an object on the ground prior to reaching the subject. The subject fell behind a vehicle which was exiting on to Long Beach Boulevard. I was unable to see anything further from the video camera. There was no audio on the video surveillance. advised me that she did not observe any portion of the use of force. I contacted an employee ( ) at Long Beach Boulevard. I watched the surveillance footage and observed the following. At approximately 1720 hours, on camera #14, I observed multiple subjects on the northbound tracks of the Metro rail. One subject was walking by himself northeast toward the East sidewalk. Directly behind him, there was a small group of subjects following behind him. The subject that was walking alone was a male Black, and he was now walking northbound on the East sidewalk. The small group behind him were Long Beach Police Officers following the male Black subject on the sidewalk. The Officers and the male Black walk northbound out of the view of the surveillance cameras. There was no audio on the video surveillance. advised me that he did not observe any portion of the use of force. I contacted an unknown employee at Long Beach Boulevard. I observed his video surveillance and was unable to observe the incident on the footage. The employee advised me that he did not observe any of the use of force. I contacted unknown employees at Long Beach Boulevard. They advised me that they have no surveillance footage that covered the incident. They advised me that they did not observe any of the use of force. I did not observe any other video surveillance footage in the area. I copied the video surveillance onto my USB drive. I later placed the footage into Mideo Kiosk. My partner and I were then tasked with taking custody of the male Black subject (later determined to be defendant Chris Leachman) who was being medically cleared at St. Mary's Medical Center. While being medically cleared for booking, ER Doctor removed two prongs from Leachman's body. One from the top of his left hand, and a second from the rear of his right elbow. I took both prongs into my possession, and later placed them into evidence; for further see property report. ER Doctor advised me that Leachman's left pinkie was broken. Unit 4S45 (E. Golz #6039 and R. Owens #5717) was advised. Leachman was medically cleared to book by St. Mary Medical Center. My partner and I transported Leachman to 400 W. Broadway where he was booked as charged and released to the 6th floor mens jail without incident. Valenzuela #6170 and I, Officer V. Nguyen #5970, assisted unit MT22 (Officer A. Van Holland #10919) at the Pacific Coast Highway Metro Blue-Line platform (Pacific Coast Highway/Long Beach Blvd), after she transmitted via the police radio that she needed "units to assist code-three". Call #1197. While en route, Officer A. Van Holland updated via the police radio that she had a male subject walking in the street and was holding onto a knife. Upon arrival, the suspect that was armed with a knife was already safely taken into custody. I assisted with knock-and-talk interviews. I contacted the driver of a black 2006 Lexus RX400 SUV (", which was originally stopped in the west driveway of the gas station located at Long Beach Blvd. I confirmed that LBPD Officers took the suspect into custody in front of the aforementioned vehicle's front bumper, which a use of force was used. I spoke to the driver, later identified as , who stated the following. She was driving out of the gas station onto Long Beach Blvd, trying to make a right turn, when her attention was drawn just south of her location. While her vehicle was stopped, she noticed approximately 4-5 uniformed police officers following a male Black. The male Black was walking northbound on Long Beach Blvd, towards Pacific Coast Highway. The officers were ordering him to stop and to drop the knife. However, the male Black was ignoring the officers' commands and continued walking northbound. did not see the male Black holding onto the knife. Suddenly, 4-5 police officers rushed the suspect and arrested him. When asked if she saw the officers tazed or handcuffed the suspect, stated that she did not get a good look at how he was arrested because the front of her car was blocking her view. used her cellular phone camera ) and video taped the officers after the male Black was already arrested. She sent me the video clip to my work cellular phone, which I later uploaded into the Mideo Kiosk System. Upon viewing the video, I noticed it to be a 4 second video which only showed three male offices standing around and a female officer partially out of frame. Unit K4 (K9 Officer E. Moscoso #6164) assisted me with KNT interviews and spoke to the front passenger of the black Lexus, later identified as . Officer E. Moscoso advised me stated the following. She was seated in the front passenger seat and the vehicle was stopped at the gas station. She noticed a male Black subject walking northbound along the east sidewalk of Long Beach Blvd, while uniformed police officers chasing him. The police (did not specify how many officers) were yelling at the subject to drop the knife. She did not notice the knife. She saw one officer (unknown which officer) "taze" the subject. The subject just stood there after the tazing. She heard a second officer "tazed" the subject. This time, he fell onto the ground. Kelly stated, "The officers did what they had to do." Grajeda #5620) was assigned to the Surface Transportation Section - Metro Transportation Detail in uniform and in a marked black and white police vehicle as Unit MT3. At Approximately 1719 hours, I was at the Metro Blue Line Willow platform ( West American Avenue) when I heard Unit MT22 (Officers A. Van Holland #10919 and K. Ruedas #10953) advise over the police radio that they were at the Metro Blue Line Pacific Coast Highway Platform ( Long Beach Boulevard) with a person with a knife and they requested immediate assistance. For further, see call #1197. I drove southbound on Long Beach Boulevard until I arrived on the west side at the Metro Blue Line Pacific Coast Highway Platform. At that point, I noticed the Metro train ) stopped at the platform, facing northbound. Several Metro riders were running out of the train cars and running on the platform in every direction. Officer Van Holland advised that the suspect was now off the platform and walking northbound away from Officers along the east side of Long Beach Boulevard. She also advised to have a police unit respond to Pacific Coast Highway and Long Beach Boulevard to prevent the suspect from escaping. I immediately reversed my vehicle and drove to that location to prevent the suspect from escaping. As I was pulling up southbound in the northbound lanes of Long Beach Boulevard, I could see Officers Ruedas, S. Sriwanthana #5617, and E. Moscoso #6164 attempting to make contact with a subject (later determined to be ARR Leachman) at the driveway to the Long Beach Boulevard). Officers appeared to be yelling commands at him at gun point. I believed that I was just north of their location and in their crossfire so I tried to re-position myself into a better position. Once I was in a better position, I exited my vehicle and saw that Leachman was already laying on the ground. The Officers placed handcuffs on him and I ran to Unit DUI2's motorcycle to turn off the siren and move it out of the way. I was unable to witness the use of force from my position at Long Beach Boulevard and Pacific Coast Highway because I was re-positioning my police vehicle. Doby #6291) assisted Metro Units regarding a possible subject with a knife. While en route, units on scene advised the situation was contained and they had the subject in custody. Upon arrival, I observed Engine 7 and Rescue 3 were on scene talking to the uncooperative subject, identified at the time as "Chris," in the rear of a patrol vehicle. Rescue units decided it was best to transport, and I rode with Rescue 3 as they transported "Chris" to St Mary's Hospital. (Officer K. Ruedas #10953 followed in my patrol vehicle) Upon arrival at the hospital, I contacted "Chris" for the first time introducing myself as the officer that would stay with him until he was booked into jail. I advised him I would help him as best I could, but needed some information from him so the process could go smoothly. "Chris" finally identified himself as Chris Anthony Leachman, having a birth date of 05/09/82. He confirmed this information by producing a copy of his California ID card, which was removed from his wallet (front left pocket). Leachman had previously refused to talk to everyone at the scene, so I asked him if he wanted to tell his side of the store or give a statement as to what happened. He stated that he did, so I advised him of his Miranda Rights via PD Form 1000.008, in which he said "yes" to waiver question 1. Leachman stated that for the last 4 days people have been following him, and that he has been trying to get away from 'Migos' (term he uses for Hispanics) all day. He stated that he was eating on the train and observed a male Hispanic who he believed to be part of this group following him. Leachman advised that he confronted the guy, and asked him why they are following him. Leachman stated the male Hispanic began saying racial things to him, and talking about his 'lit' or gang (All Kings, Kings Mafia Family). The dispute lead to hands getting thrown, or a fight, which lasted what Leachman believed to be about 5 seconds. Leachman stated the police was already on the metro platform, and told the male Hispanic to move, like they already knew what was going on. He stated that the first thing he did was to pull his knife out, because he didn't know if they were with the 'Migos.' "Migos got police too." Sriwanthana #5617) was working as unit DUI2. I was wearing my Class B Motor Officer uniform with a black and white modular helmet and riding my issued BMW Police Motorcycle (#17252). At around 1719 hours, I was at the intersection of Anaheim Street and Atlantic Avenue finishing up a citation, when I heard unit MT22 (Officer A. Van Holland #10919 and Officer K. Ruedas #10953) asked for unit to assist Code 3 (with Emergency Lights and Siren) at the PCH Station (Pacific Coast Hwy Metro Blue Line Station), call # 1197. I was a short distance away and responded to the PCH Station to assist. Still not knowing what they had and only knew that they asked for unit to assist Code 3, I traveled northbound on Long Beach Boulevard from Anaheim Street and arrived moments after the call for assistance. I heard unit MT22 advised that they were at train # at the PCH Station with a subject with a knife. As I pulled up just south of the PCH platform, I heard Officer Ruedas advised the subject with a knife was a male Black wearing a black shirt, blue jeans and white backpack. He further advised that the male Black was getting off the platform and going southbound on Long Beach Boulevard. I stopped my motorcycle in the northbound #1 lane of Long Beach Boulevard just south of the platform, by Esther Street. I saw a male Black subject matching the description walking down the steps from the platform with Officers Van Holland and Ruedas following behind him. Officer Van Holland then warned me over the radio that the Subject had a knife in his hand and it was opened. At this time, the Subject, later identified as Defendant Chris Leachman, was walking down the ramp and threw what I believed to be a large white plastic bag onto the northbound lanes of Long Beach Boulevard. As I dismounted my motorcycle, I could see a black knife in Defendant Leachman's right hand as he walked towards me. I immediately pointed my service pistol at him and ordered him to drop the knife. Leachman refused to drop the knife and was now walking northbound on Long Beach Boulevard. Officer Ruedas and I began yelling at Leachman to "Drop the knife" numerous times but he refused to comply and kept saying, "Fuck you. I aint doing nothing. You can't stop me." Leachman continued to walk northbound on Long Beach Boulevard with the knife in his right hand. At this time, there were numerous vehicles stopped at the light and numerous bystanders in the area, I had to holstered my pistol as I now do not have a clear backdrop. I retrieved my issued "Taser" Conducted Electronic Weapon (CEW ) and point it at Leachman. I continued to order him to drop the knife and get on the ground but he refused. Leachman was now approaching the Gas station at the south/east corner of Pacific Coast Highway and Long Beach Boulevard. During this time of day, the gas station was very busy with numerous vehicles, customers and pedestrian walking from the PCH platform and bus stop. Seeing there were numerous innocent bystanders at the corner and at the gas station as Leachman was walking towards them with a knife in his right hand, I feared for their safety if Leachman were to confront any of them. I ordered Leachman to drop the knife and get on the ground. Again he refused to comply. Fearing for the safety of the people at the gas station, I deployed my CEW from approximately 20 feet away at the south driveway of the gas station in order to stop him from entering the gas station and possibly harming anyone in the immediate area. It appeared that the CEW had no effect on Leachman because it did not lock him up. I could only see one of my darts hit him on the back of his right arm and I did not see where to other one hit. Leachman stop walking looked back at me and said, "I dropped the knife." At this time, I did not see the knife in his right hand but he was still not complying with our orders to get on the ground. As a matter of fact, it appeared that Leachman was about to charge at us because he turned towards me with his fists clenched. I then advised Officer Ruedas that my CEW did not have any effect on him. I then heard a CEW deployed and this time it locked Leachman up and he fell to the ground. Once my CEW and Officer Ruedas' CEW stop cycling, Officers Ruedas and Van Holland placed Leachman in handcuffs and no further force was used. For further see their reports. Van Holland #10919 and I Officer K. Ruedas #10953 were working uniformed patrol as Unit MT22 and were assigned to ride the Metro Blue Line with Metro Security (Call #1197). While on the Pacific Coast Highway station located at Long Beach Boulevard, Metro Security Officer Richmond yelled, "Hey stop!" and my attention was drawn to two subjects yelling at each other. A male Hispanic (later identified as Martin Segura) was yelling at a male Black (later identified as the defendant). Segura was standing on the platform and the defendant was standing in the door way of the last train car of the northbound Metro Train. Segura was in a fighting stance with his fists balled up yelling at the defendant. Segura walked aggressively toward the defendant yelling. When Segura was approximately 10 feet away from the defendant, I observed the defendant reach into his right pants pocket. The defendant pulled out a black folding knife with his right hand . The defendant flicked his right wrist and exposed the blade of the folding knife. The defendant yelled something I did not understand to Segura as he held the knife in his right hand. I drew my firearm and pointed it at the defendant because he was now an immediate threat to Segura and the other passengers that were on the train and platform. I yelled at the defendant and told him, "Drop the knife!" The defendant said, "Fuck you I didn't do anything wrong." I could hear Officer Van Holland also giving the defendant commands to drop the knife. The defendant did not obey our commands and continued to hold the knife in his right hand. Officer Van Holland aired over the police radio we needed units to assist code 3 (emergency response) to assist us with the defendant. The defendant turned around and walked into the last train still holding the knife in his right hand. The defendant was now an immediate threat to the passengers who were still inside of the train. I maintained visual contact of the defendant as he walked northbound through the train. I told the pedestrians who were on the platform and inside of the train to get behind me and to run to a safe location away from the defendant. The defendant exited from the train and left the platform down a set of stairs. Officer Van Holland and I followed behind the defendant and continued to give him commands to drop the knife he was holding. From my training, experience, and the defendant's violent actions and demeanor, I believed the defendant was either on a stimulant drug or was mentally ill. The defendant walked into traffic lanes of northbound Long Beach Boulevard from the train tracks. I observed a Motorcycle Officer (later identified as Officer S. Sriwanthana #5617 driving northbound toward the defendant. Officer Sriwanthana got off his motorcycle pointed his firearm at the defendant and told him to drop the knife. The defendant ignored Officer Sriwanthana's commands and continued to hold the knife in his right hand. The defendant walked across lanes of traffic and Officer Sriwanthana and I followed behind him. Officer Sriwanthana continued to tell the defendant to drop the knife he was holding as we followed behind him. The defendant told us, "Fuck you I didn't do anything" and did not drop the knife. The defendant got onto the east sidewalk of Long Beach Boulevard and walked northbound still holding the knife in his right hand. The side walk had heavy pedestrian traffic going both ways. The defendant was a potential threat to the pedestrians and had the present ability to inflict great bodily injury with the knife to the people he was walking past and toward. I asked for a unit code 3 with a 40 mm to assist with a less than lethal option if the defendant continued to ignore our commands to drop the knife. Officer Sriwanthana and I followed behind the defendant and continued to give him commands to drop the knife. The defendant was approaching a large group of people who standing on the south east corner of Long Beach Boulevard and Pacific Coast Highway. Officer Sriwanthana holstered his firearm and drew his Taser (conducted electrical weapon). I told Officer Sriwanthana, "I'll be your lethal." Officer Sriwanthana told the defendant, "Get on the ground" multiple times but the defendant continued to walk away from us. I heard the sound of Officer Sriwanthana's Taser deploying and the Taser cycling. The defendant dropped the knife and looked back at us. Taser was ineffective and did not lock up (Neuro-Muscular Incapacitation) the defendant as he continued to stand while I could hear the Taser cycling. I could see the knife was at the defendant's feet. Because the Taser was ineffective, the defendant had the ability to pick up the knife. Based on the defendant's violent words and actions I believed the defendant had the potential to harm Officer Sriwanthana, the citizens in the immediate area, and I. I holstered my firearm and drew my Taser. I was not able to target the defendant's back because he was wearing a backpack and the probes of my Taser would not have hit him. I went around the defendant and faced him. I stood approximately 10 feet from the defendant and aimed my Taser at the defendant's abdomen. It was not feasible for me to give the defendant a warning prior to deploying my Taser because I did not want to give the defendant the opportunity to pick up the knife. I deployed my Taser and observed it locked up the defendant. The defendant dropped to his knees and then to his right side. I rolled the defendant onto his stomach while the Taser was still cycling. I took hold of the defendant's right hand and Officer Van Holland took hold of his left. We placed the defendant's hands behind his back and I handcuffed the defendant. No force was used to handcuff the defendant. I stood the defendant up checked the handcuffs for fit and double locked them. I directed the defendant to the rear of a patrol vehicle and sat him inside. I requested medical assistance for the defendant and Long Beach Fire responded to the scene and rendered aid to the defendant. Sergeant R. Owens #5717 was notified of the use of force. Lieutenant T. Prior to arrival, I heard via the police radio that the units were "Code 4" with a suspect in custody. Upon arrival, was contacted by MT22 officer Ruedas, K. and DUI2 officer Sriwanthana, S. #5617 who stated that they both used their department issued CEW's to gain compliance of a 417A suspect and take him into custody. They both stated that besides the CEW deployment, no other force was applied. I directed assisting officers to conduct knock and talks,collect evidence, locate video evidence, and get witness statements. For further, see their followups. Officer Doby rode with the suspect (identified as Leachman,Chris) to St. Mary's hospital where he was cleared for booking. While at the hospital, it was discovered that Leachman had been treated for a broken left pinky. WC Olson was notified. I contacted on call IA Sgt. Bernsen who stated that he would not be responding. Sgt. Golz and I conducted a digital recorded interview of Leachman which I later uploaded to Mideo. He stated that he has been stalked by "Mexicans" all day and that he eventually got into a fight with one while on the blueline train. He stated that he and the M/H subject exchanged punches and then Leachman pulled out a knife from his backpack. Leachman saw the officers confronting him but did not drop the knife. He left the platform and began to walk across the street. The officers followed him and kept giving him orders to drop the knife. Leachman stated that he told the officers that he did drop the knife when he was tased. Leachman stated that he felt that he injured his left pinky when he fell to the ground after he got tased. . It should be noted that I was not present when the use of force occurred. Upon arrival, I was assigned the task of obtaining statements from witnesses that observed the incident occur. I contacted Metro Security Guard Torry Nicholas Richmond and he told me the following: On 8/27/19 at approximately 1720 hours, Richmond was standing on the Pacific Coast Highway Metro platform with Ofc. Van Holland and Ofc. Ruedes as the northbound traveling train approached the station. As the doors of the train opened, Richmond observed a male black subject (later identified as Chris Leachman) and a male Hispanic subject (later identified as Martin Segura) actively fighting each other near the south side of the platform. Richmond advised that he observed both subject throw several punches at each other and he believed each subject threw approximately 3 to 4 punches at each other in a mutual fight. Richmond approached the subjects with Ofc. Van Holland and Ofc Ruedes to stop the subjects from fighting. As they approached, he observed Leachman pull an approximately 3" to 4" long knife out of his front right pants pocket. Richmond began to clear the train of innocent bystanders fearing for their safety. As Richmond moved the bystanders to the north side of the platform he observed Ofc. Van Holland and Ofc. Ruedes upholster their duty firearms and order Leachman to drop the knife several times. Richmond heard Leachman yell at the officers " No! get back!" several times Richmond walked toward the north side of the platform to advise the train operator to hold the train at the station so officers could deal with Leachman. After several seconds, Richmond turned back southbound and observed Leachman enter the train again and flee the scene on foot southbound. Leachman continued to run out of the train's rear emergency exit door. He further advised Leachman ran eastbound across Long Beach Blvd then proceeded northbound along the east sidewalk of Long Beach Blvd toward Pacific Coast Hwy. Richmond advised that the train obstructed his view at the time and he lost sight of the suspect. He heard a loud "Thud" come from the area where Leachman fled and believed some sort of less lethal option was deployed on Leachman. Richmond did not see the use of force occur. Richmond further advised that he walked toward the south end of the platform to detain Segura until responding officers arrived on scene to investigate. It should be noted that Richmond hear officers tell Leachman to drop the knife several times throughout the incident. After my interview I was assigned the task of locating surveillance cameras that possibly captured the incident. I contacted Long Beach Blvd) Employee and she advised that the surveillance cameras on the outside of their building only monitor their property and the plat form was too far away to capture anything. I contacted ( Long Beach Blvd) Employee and he advised that the surveillance cameras on the outside of the building only cover their property and a small section of the west side walk of Long Beach blvd. I viewed the cameras and verified the incident was out of the surveillance cameras frame. I took photographs of Seguras injuries onscene. It should be noted Segura was extremely uncooperative and he refused to allow me to take quality pictures of his injuries. I submitted the photographs to Mideo. My partner and I responded to St. Mary's Medical Center and relived Ofc Doby (#6291) who was waiting with Leachman while St. Mary's Medical center staff medically treated him. After Leachman was medically cleared My partner and I transported Leachman to the Long Beach city Jail located at 400 W Broadway where he was booked and charged and released to the 6th floor men's jail staff without incident. Doors open and two subjects quickly exit a train car. Male White or Hispanic adult subject with red shirt and dark shorts appears to be being pushed by the second exit subject. Second exiting subject is a male Black adult wearing dark jeans and a dark shirt with a white strip across the top of the back. Both subjects stop on the platform facing one another and both are in a fighting stance. Both put their arms down as a Metro Transit Security Officer walks towards them. The male Black subject puts his arms down and reaches into his right front pants pocket. He pulls out an unknown object from the pocket and twirls it around. Two officers approach and pull weapons as the male black subject re-enters the train car. 17:19:31 The male Black subject exits the train car. He is carrying a white bag and a black bag. He walks southbound on the platform away from the officers. Both officers follow behind. All three walk out of sight of the camera.
