Incident Summary
Dispatch: Metro units were riding the Blueline at the PCH platform when they observed a fight between Sus Leachman
and a M/H subject. After the two stopped fighting, Leachman pulled out a folding knife. Assisting units contacted
Leachman on Long Beach Blvd where he was still holding the knife and refused orders to stop and drop the knife.
Force Used: Officer Sriwanthana and Officer Ruedas deployed their CEW . Suspect Leachman was taken into custody
without further use of force. For further, see their follow-up reports.
Injuries: Leachman suffered three small puncture wounds from the probes striking his body. One to the back of his left
wrist, one to his upper right trunk and one to his lower right tricep. While getting booking clearance from St Mary's
Hospital, it was discovered that Leachman had also suffered a broken left pinky finger.
Photographs/Videos: Photographs were taken of the suspect, officers involved and the overall scene. A video request
was made to Metro to get the Blueline video footage by Officer Grajeda. Cell phone video as well as video was
uploaded to Mideo.
I reviewed all video that was provided to me. This video was provided from the Metro platform as well as the on camera
footage from the train. None of the video that I viewed showed the incident or use of force.
Statements: A digital recording of the interview that I conducted of Leachman was also uploaded to Mideo. He stated
that he did in fact punch the person he was fighting several times, pulled out the knife and then attempted to leave the
area, ignoring the officers orders. Leachman stated that he felt the pain in his left pinky after he was tased and fell to the
ground. I asked if he could have broke his hand while punching the subject he was fighting and he said that he did not
feel the pain when he threw the punches. He also said that he did not feel the scratch on his neck that he suffered in the
fight until later at the hospital.

Conclusion/Actions: Based on my investigation of this incident, witness statements, reports filed by officers, and video
obtained of the incident, I found the use of force to be lawful and within policy.
