Sidders #10562) and I (Officer B. Sears #11372) were working uniformed patrol as Unit 2A70 when we conducted an investigation at Quincy Avenue just south of East 2nd Street (Call #0020). Unit 2A11 (Officer J. Jenkin #11023), Unit 2A9 (Officer R. Rodriguez #10909), and Unit 2A72 (Officer M. Wysoki #11395 and Officer S. Baranowski #10846), and Unit 2A71 (Officer A. Fischer #10995 and Officer A. Do #10652) assisted on the call. As my partner and I drove westbound on East 2nd Street I observed a male Hispanic (later identified as Arrestee Ortiz) riding a bicycle with no front or rear lights and no reflectors. Arrestee Ortiz was also riding the bicycle on the sidewalk in a business district. Arrestee Ortiz was riding westbound on the south sidewalk of East 2nd Street in front of . Arrestee Ortiz saw my partner and I pull into the left turn bay at Quincy Avenue and East 2nd Street. Arrestee Ortiz made a left turn and cut through the parking lot of and . I made the left turn onto Quincy Avenue heading southbound, when Arrestee Ortiz came out of the alley way that runs east and west, and skidded his bike to a stop directly in front of our patrol vehicle on Quincy Avenue. I turned on my patrol vehicle lights and turned on my siren to alert Arrestee Ortiz that we were stopping him and detaining him. Arrestee Ortiz got off of his bike said, "Okay you got me", put his hands into the air, walked to our patrol vehicle, and laid his upper body on top of the hood. My partner and I got out of our patrol vehicle and I told Arrestee Ortiz that we stopped him for not having any lights on his bike. My partner asked Arrestee Ortiz if he was on parole or probation and he said, "I'm on everything." Due to the time of day, Arrestee Ortiz's baggy jacket, and the fact that he answered, "I'm on everything", when my partner asked him if he was on parole or parbation, I decided I would search Arrestee Ortiz. I ordered Arrestee Ortiz into the standing modified position. While I was searching Arrestee Ortiz for potential weapons, he was constantly trying to move his hands off his head and was crouching very low. I had to tell him several times to stand still and stop moving. When I moved to search the left side of Arrestee Ortiz he said to me, "I don't like you groping me, stop touching me." Arrestee Ortiz started to tense his upper body, I told him to relax and I was just checking him for weapons. Arrestee Ortiz still remained tense and was trying to pull away from me. He was trying to pull his hands apart, he was putting his feet together, and was trying to turn to his left to face me. My partner moved around the front of Arrestee Ortiz and took control of his right arm while I still had him in the standing modified position. Arrestee Ortiz tensed up even more and tried to pull his arms free of my partner and me. My partner and I gave Arrestee Ortiz lawful commands to relax and stop resisting as we moved him to the driver's side of our patrol vehicle. We pulled his arms down from behind his head and put them behind his back. We pushed his upper body so that he was leaning over the hood as we maintained control of his arms. We continued to tell Arrestee Ortiz to stop resisting and that he was under arrest. At that moment Officer Jenkin arrived on scene and stood behind my partner and I while I tried to get handcuffs on Arrestee Ortiz. Arrestee Ortiz kept trying to pull his arms free and was making it very difficult to apply the handcuffs. I pulled my handcuffs out of my handcuff case to apply the cuffs, but Arrestee Ortiz was able to free his right arm. My partner took hold of Arrestee Ortiz's right arm and wrapped his left arm around Arrestee Ortiz and took him to the ground. I followed my partner and Arrestee Ortiz to the ground. Arrestee Ortiz wiggled his entire body in and attempt to get my partner off of him. My partner fell to Arrestee Ortiz's right side, while I went to Arrestee Ortiz's left side and took hold of his left arm with both of my hands. Arrestee Ortiz pulled free of my hold and tucked his left arm under his body. All three of us gave Arrestee Ortiz lawful commands to stop resisting and to put his hands behind his back. My partner maintained control of Arrestee Ortiz's right arm. Officer Jenkin drew her conducted electrical weapon (CEW) and told Arrestee Ortiz that if he continued to resist he would get tazed. Arrestee Ortiz still continued to keep his arms flexed and tucked under his body. Arrestee Ortiz seemed to be trying to push himself off the ground and get onto his hands and feet. I moved from Arrestee Ortiz's left side down to his legs and put both of my knees across the back of Arrestee Ortiz's knees to prevent him from getting up or kicking officers. Arrestee Ortiz was still on his stomach, when Officer Jenkin crouched down on his right side and drive stunned Arrestee Ortiz once on the right side of his lower back. Arrestee Ortiz yelled out, "Okay, okay." Officer Jenkin pulled her CEW off of Arrestee Ortiz and I heard Officer Jenkin yell, "He's got my tazer, he's grabbing for my tazer." While Arrestee Ortiz was still on his stomach, I drew my CEW and saw Officer Jenkin pull her CEW free. Officer Jenkin was still on his right side and crouched down again and drive stunned Arrestee Ortiz to the right side of his lower back. Arrestee Ortiz began to wiggle his whole body violently, but still would not obey our lawful commands to stop resisting and to put his hands behind his back. Officer Jenkin drive stunned Arrestee Ortiz on his lower right leg. Arrestee Ortiz was able to get his legs out from under my knees and twist his body so that he was on his left side. Arrestee Ortiz put both of his hands down on the ground and appeared to be trying to get up again. My partner was able to get behind Arrestee Ortiz and apply the carotid restraint. My partner used his own body weight to pull Arrestee Ortiz from a propped up position back to the ground. My partner was on his back on the ground with Arrestee Ortiz on top of him. Arrestee Ortiz kicked his legs trying to break free of my partner's hold. My partner wrapped his legs around Arrestee Ortiz's midsection to try and control him. I stood up and was standing at my partner and Arrestee Oritz's feet. Due to the close proximity of my partner and Arrestee Ortiz and the fact that my parnter's arms and legs were wrapped around Arrestee Ortiz, I did not feel like a had a clean target with my CEW cartridge. Arrestee Ortiz was also moving around so much that I did not want to risk using my baton and accidently stricking my partner. Arrestee Ortiz did show discomfort from the drive stuns delivered by Officer Jenkin, so I took the cartridge off of my CEW and drive stunned Arrestee Ortiz on the left side of his stomach. Arrestee Ortiz did not seem to be effected by my CEW. Arrestee Ortiz's shirt had been in between my CEW and his skin on the first drive stun. I decided to drive stun Arrestee Ortiz again, but this time to the skin on the right side of his stomach. I let the CEW run through the five second cycle both times. Arrestee Ortiz appeared to be unaffected by my CEW, so I decided not to use my CEW again. After approximately ten seconds of my partner applying the carotid control hold Arrestee Ortiz's body went limp and he appeared to lose consciousness. I was still standing at my partner and Arrestee Ortiz's feet and told my partner, "He's out, he's out." My partner released the hold and I got down on the right side of Arrestee Ortiz. After approximately 3 seconds Arrestee Ortiz regained consciousness and said, "Okay, okay, I'm done, I'm done." My partner and I told Arrestee Ortiz that we were going to roll him onto his stomach. My partner and I rolled Arrestee Ortiz onto his stomach, but he still tensed his body and tried to resist being rolled over. I used both of my arms and my body weight and pushed on Arrestee Ortiz's left side and left leg to roll him onto his stomach. I took hold of Arrestee Ortiz's left arm with both of my arms, was able to free it from under his body, and put it behind his back. I handcuffed his left wrist, while my partner and Officer Jenkin took control of Arrestee Ortiz's right arm. While I was holding onto the handcuff I could feel that Arrestee Ortiz was trying to pull his left arm back under his body. I told Arrestee Ortiz to relax and stop trying to pull his left arm. My partner and Officer Jenkin were able to get Arrestee Ortiz's right arm behind his back and I applied the handcuff to his right wrist.My partner maintained control of Arrestee Ortiz's arms while I check the handcuffs for fit and double-locked them. I rolled Arrestee Ortiz to his left side, checked his pulse, and could see he was breathing from the rise and fall of his chest. I helped Arrestee Ortiz to his feet and escorted him to my patrol vehicle. Arrestee Ortiz was difficult to get into the back of my patrol vehicle by refusing to put his feet all the way inside so that we could not close the rear door. Officer Fischer and Officer Jenkin assisted me in getting Arrestee Ortiz all the way into the patrol vehicle. Officer Fischer fastened Arrestee Ortiz seatbelt and closed the door. Unit 2S42 (Sergeant D. Quinones #10056 and Sergeant S. Benson #6205) were notified and arrived on scene at approximately 0027 hours. Officer Rodriguez took photographs of the scene, Arrestee Ortiz, Officer Jenkin, my partner, and I. sustained an injury to left ankle during the take down of Arrestee Ortiz. As well as small cuts to both of elbows.sustained bruising and redness to left knee when Arrestee Ortiz kicked when he was on the ground. Officer Fischer and Officer Do performed knock and talks at Quincy Avenue and at Quincy Avenue. Officer Jenkin requested for medical. Engine 8 and Rescue 4 arrived on scene at approximately 0025 hours. Rescue 4 transported Arrestee Ortiz to St. Mary Medical Center. It should be noted, Arrestee Ortiz was uncooperative with the fire department and they had to restrain Arrestee Ortiz to the gurney. Officer Baranowski spoke with the employees at , whom told him the following: , the manager of , can access the outside security cameras and she would be working in the morning. She also has contact information for the property manager, so that we could get access to the outside security cameras at . cell number is . Unit 2A72 (Officer Baranowski and Officer Wysoki) went to St. Mary with Arrestee Ortiz. Once Arrestee Ortiz was medically cleared Unit 2A72 transported him to 400 W. Broadway for booking. Arrestee Ortiz was released to the 6th floor Men's Jail Facility without further incident. It should be noted, Officer Wysoki notified the jail nurse , booking Sergeant Solorzano #5565, and jail Sergeant Bodmer #8634 that the carotid restraint was applied to Arrestee Ortiz. Sears 11372) and I (Officer M. Sidders # 10562) were working uniformed patrol in a marked black and white patrol vehicle as Unit 2A70. Officer Sears was driving and I was seated in the passenger seat of our vehicle using our vehicles on board computer. My partner was driving westbound 2nd street towards Quincy Ave. My partner informed me he had observed a subject (later identified as ARR Daniel Ortiz Jr) committing multiple bike violations on the south sidewalk of 2nd street riding towards Quincy Avenue. My partner observed Ortiz made a quick evasive left turn and ride through a parking lot in between and (call # 02) My partner informed me he was going to stop and detain Ortiz for riding on the sidewalk in a business district and riding without a bike light. My partner initiated his solid red forward facing red light and siren to detain Ortiz on Quincy Avenue just south of 2nd Street at the mouth of the east/west alley. Ortiz dismounted his bike and stated, "Alright you caught me!". My partner and I quickly exited our patrol vehicle. Ortiz without being told walked up and put his hands on the hood of our vehicle. My partner asked Ortiz if he was on parole or probation. Ortiz stated, "I'm on everything." My partner directed Ortiz into the standing modified search position. Ortiz had very fidgety body movements and appeared to be showing signs of being under the influence of an unknown controlled substance. Ortiz was sweating profusly, he had bloodshot watery eyes, his speech was altered,and he had very twitchy movements with his body. Ortiz was not listening to my partner's commands to stand still and spread his feat. Ortiz started asking why we had stopped him and why we were arresting him. Both my partner and I explained to Ortiz he was simply being detained for the multiple violations we had seen him commit on his bike. My partner started to systematically search Ortiz from the standing modified position. During the search I observed Ortiz try and get out of the search position by turning his hands and face my partner while he stated, "Hey man why do you have to search me?" I stepped in and took a hold of Ortiz right elbow and wrist and my partner took a hold of his other arm. We then pinned Ortiz against the left front fender of our vehicle due to him tensing and trying to pull his hands away from us. At this time Officer J. Jenkin # 11023 arrived on scene. Myself and Officer Sears attempted to place Ortiz's hands behind his back and into handcuffs. Ortiz kept tensing his arms and body while becoming very ridged. Myself, Officer Sears, and Officer Jenkin multiple times told him to stop resisting or force would be used. Ortiz was able to slip the hold I had on his right arm and put his right arm out in front of him. I observed Ortiz ball his right fist. Believing Ortiz was going to elbow or punch my partner or Officer Jenkin or myself I used my right arm to reach under Ortiz's right armpit. I then reached up with my right hand and grabbed the back of Ortiz's wrist. I then used my left hand to reach around placing my hand on Ortiz on his right forearm. During this Ortiz continued to be tense and try and turn and face us but my partner and Officer Jenkin kept Ortiz pinned against the car. I then performed a take down by dropping my body weight and swinging Ortiz to the left and down to the ground. Ortiz landed on his stomach and I followed by landing on my stomach on top of Ortiz. Ortiz was told mutiple times to place his hands behind his back but refused and continued resist. While on his stomach, Ortiz began to kick at us frantically while swinging his body around. Ortiz kept his hands balled up in his chest. During this time I was trying to pull his right tensed arm out from under his body. I heard a Conducted Electrical Weapon (CEW) get deployed and Ortiz yelled, "Ouch." Ortiz was able to turn onto his back and face us. I heard Officer Jenkin say, "He's trying to grab my taser (CEW)." I observed Ortiz reaching back towards Officer Jenkin. To prevent him from grabbing her or her CEW, with my closed right fist I punched Ortiz on the left side of his face. Due to the close proximity of Ortiz and myself I could not access other impact weapons from my pants or belt. I believed this was the best option over my sap, baton, or flashlight due to me only having a split second to make a decision to prevent Ortiz from disarming an officer and assaulting another officer or myself with a CEW. The punch was successful and caused Ortiz to turn back onto his stomach. Ortiz continued to kick and frantically toss his body around. I heard more CEW deployments while on top of Ortiz. I was trying to pull his right arm out from under his stomach. Ortiz was able to get to his hands and knees as if he was in a bear crawl position. Ortiz then tried to get to his feet. I believed Ortiz was trying to get to his feet to either flee or assault another officer due to the fact he was already being violent by kicking and trying to disarm an officer of their CEW. At this point I am on top Ortiz trying to gain some type of physical control over his arms but unsuccessful due to his rigid body. Ortiz was becoming very sweaty and slippery. Due multiple CEW drive stuns, a take down, officers being kicked, Ortiz trying to disarm an Officer, and the fact other impact weapons were not feasable due to the close proximety of us and the constant movement of Ortiz, I decided the carotid restraint was the best option to take control and end this violent confrontation between 3 officers and Ortiz. I en circled my right arm around the crook of his neck and began to apply the carotid restraint. During this Ortiz continued to resist by trying to pull my arms apart and bite at my right forearm. I rolled my body to the right which caused me to be on my back and Ortiz on his back on top of me while I applied the carotid control hold. I arched by back while wrapping my legs around Ortiz's waist and legs, which prevented Ortiz from kicking at other Officers. I immediately released the Carotid hold. Officer Sears and Officer Jenkin assisted me in rolling Ortiz to his stomach for handcuffing. Suddenly Ortiz regained consciousness after about 5 seconds and stated, "Alright Alright Alright I'm done." Officer Sears brought Ortiz's left arm behind his back and applied one cuff of the handcuffs while Officer Jenkins and myself brought Ortiz left arm behind his back. Officer Sears finished handcuffing Ortiz. Officer Sears checked the handcuffs for fit and double locked them. Officer Sears rolled Ortiz onto his left side and checked his vital signs and verified he was conscious and breathing. Officer Sears checked and verified Ortiz had a strong pulse at his left wrist. Officer Jenkin immediately asked via her handheld radio for Long Beach Fire to respond due to the use of the carotid restraint. During this time we assisted Ortiz to his feet and escorted him to the back seat of our patrol vehicle. Officer Sears searched Ortiz. Assisting Officer A. Fischer # 10995 placed him in the back seat of the patrol vehicle and seat belted him. Long beach Fire engine 8 and rescue 4 arrived on scene. Rescue 4 placed Ortiz in 4-point restraints due to his uncooperative behavior. Rescue 4 transported Ortiz to St Mary's hospital where he was medically cleared and then transported to booking. Unit 2S42 Sgt. D. Quinones and Sgt S. Benson were notified and responded to the scene. During the incident I sustained abrasions and bruising to both my elbows. I sustained bruising to my left knee. I twisted my left ankle, which began to swell throughout the shift. For more information regarding the incident refer to all connecting reports. Jenkin #11023) was working uniformed patrol in a marked black and white city vehicle as Unit 2A11 when I was stopped at the intersection of Livingston Drive and Second Street. I was stopped at the red light to turn westbound onto Livingston Drive from westbound Second Street. At this time, I observed Unit 2A70 (Officer B. Sears #11372 and Officer M. Sidders #10562) at the front (hood) of their parked patrol vehicle, with their amber lights activated, on Quincy Avenue south of Second Street. I drove over to their location and observed both Officer Sears and Officer Sidders attempting to place a male Hispanic subject's hands behind his back. For further, refer to main report filed by Officer Sears. As I walked up, I observed the suspect's (later identified as ARR Daniel Ortiz) face muscles shaking from tensing his body, as if he was flexing extremely hard. Officer Sears was on Ortiz's left side and Officer Sidders was on Ortiz's right side. I heard an officer order Ortiz to place his hands behind his back. Ortiz was pulling his arms forward, resisting against Officer Sears and Officer Sidders who were attempting to place Ortiz's hands behind his back to place him in handcuffs. By observing Ortiz, I could visibly see that he was flexing his arm muscles with his hands in fists, causing his muscles to shake from exerting all of his energy. Officer Sears and Officer Sidders actions appeared that Ortiz was pulling forward against their movement of bringing his hands behind his back, so I ordered Ortiz to stop resisting. Ortiz responded, "I'm not," and continued tensing his body by flexing his arms and pulling forward. Ortiz then stated, "That's all you got?" Ortiz pulled his right arm forward, away from Officer Sidders. Ortiz began turning his body towards the right, away from the hood of the patrol vehicle, and was attempting to turn his body face to face with officers. At this time, Officer Sidders gained control of Ortiz's right arm, conducted a takedown by wrapping his left arm around Ortiz's upper body, and pulled him towards the ground. For further, refer to Officer Sidders report. Once on the ground, Ortiz was on his side and given multiple commands to roll onto his stomach and place his hands behind his back. An Officer was able to place Ortiz on his stomach. Ortiz placed his hands under his body. Officer Sears and Officer Sidders continued attempting to gain control of Ortiz's hands to place them behind his back. Ortiz pulled away, keeping his hands tucked under his body. An Officer was towards Ortiz's upper back and another Officer was towards Ortiz's left side/hip and I was kneeling down towards Ortiz's right side/hip. While kneeling next to Ortiz, I could feel Ortiz begin swinging his legs up towards me in an attempt to shift his body, so he could stand up. I removed my Conducted Electrical Weapon (CEW) from my holster and removed the cartridge. I advised Ortiz if he did not comply and place his hands behind his back, I would tase him. It should be noted, the CEW is commonly known as a "Taser." Ortiz yelled, "No!" and again attempted to stand up, at this time, I utilized a drive stun directly on Ortiz's lower right back for approximately 2 seconds. Ortiz's right hand came out from under his body and reached up towards my CEW. Ortiz did not place his hand behind his back to comply, but reached up and grabbed the end of my CEW while it was still activated. I immediately pulled my CEW up, out of Ortiz's right hand, and stated, "He's grabbing my taser." I attempted to grab Ortiz's right hand, which he immediately pulled back under his body. As I pulled my CEW up and away, the arc of the CEW connected to Officer Sidders left lower leg. I then positioned myself closer to Ortiz's right side and placed my knee up to block Ortiz from reaching towards my CEW and pressed the CEW back down on Ortiz's lower right back and again utilized the drive stun in an attempt to complete a full 5-second cycle of the CEW for a full effect. I did not transition to an impact weapon due to Ortiz's constant movements (quickly moving his arms and legs) and the chance of accidentally striking an Officer due to the close proximity of Officer Sears, Officer Sidders, and I to Ortiz. Due to commands being given to Ortiz by other Officers, I was unable to advise him of another drive stun. Ortiz began yelling, shifting his body weight to the side, and attempted to reach for my CEW a second time with his right hand which hit my upper leg instead. I immediately stood up and Ortiz shifted his body, so he was now on his side. Ortiz then kicked my left leg just above my knee. Ortiz then flipped back on his stomach and got up on all fours (his hands and knees) and began to stand up. I felt Ortiz begin to kick up towards me backwards (like a donkey kick). With Ortiz's foot coming towards me, and my CEW already in my hand, unholstered, I attempted to block Ortiz's foot with my left hand, and with my right hand pressed my CEW onto his right lower leg and utilized the drive stun. I utilized the CEW for a third time since I already had it unholstered, could not reholster the CEW due to being actively involved with Ortiz, and did not want to place it on the ground near Ortiz. Ortiz moved his leg away from the CEW preventing the drive stun from having any effect. At this time, Officer Sidders was at Ortiz's upper body, encircled his right arm around Ortiz's neck, pulled Ortiz back, and began to apply a carotid restraint. Ortiz was now lying on his back with Officer Sidders behind him. For further, refer to Officer Sidders report. While Officer Sidders was applying a carotid restraint, Ortiz continued kicking towards me. I heard Officer Sears state, "He's going out." I did not observe Ortiz rendered unconscious. I could hear Ortiz talking at this time (unknown what was said). Once Ortiz stopped kicking, I grabbed his legs to assist in turning him onto his stomach. I heard Ortiz state, "All right, all right, all right, I'm done." I holstered my CEW, grabbed both of Ortiz's legs, crossed his ankles,and placed my hand on top of his ankles to prevent him from moving. No further force was used. It should be noted, due to being actively involved in preventing Ortiz from standing up, I cannot recall if Ortiz was drive stunned on his lower leg before or after the carotid restraint was applied. Officer Sears handcuffed Ortiz (checked for fit, double-locked). Long Beach Fire Department (LBFD) Engine 8 and Rescue 4 arrived on scene. LBFD Rescue 4 transported Ortiz to St Mary Medical Center located at 1050 Linden Avenue. I sustained bruising and redness to my left leg (near my knee) from Ortiz's kick. Quinones #10056 & Sergeant S. Benson #6205) responded to Quincy Ave. just south of 2nd St. regarding an investigation on a male subject on a bike for multiple bike violations that resulted in a use of force (Call #0020) Upon arrival,advised me they were assaulted by the male subject (later identified as, ARR Daniel Ortiz). ARR Ortiz was transported to St. Mary's Hospital to be medically cleared. While at St. Mary's Hospital and handcuffed to the gurney, I activated my body worn camera as Officer Rodriguez was attempting to take photos of ARR Ortiz's injuries. Prior to talking to ARR Ortiz I observed his extremely fast speech, quick, fidgety movements and smelled an odor of marijuana emitting from his body. While Officer Rodriguez was attempting to take photos, ARR Ortiz kept putting his head down, preventing Officer Rodriguez from getting a clear photo of the abrasion he had to the left side of his head. I attempted to read ARR Ortiz his Miranda Rights per P.D. 1000.008, in which he continuously talked over me. ARR Ortiz stated he did not want to talk to me, but then immediatly started talking to me. I asked Ortiz about the use of force that occurred. He stated, "You guys attacked me." He said he felt 90 hands on him. When I asked him why he was kicking officers, he said because he was on the floor and a female deputy was trying to 'tase' him. He indicated that officers were giving him commands such as, "Stop resisting," and that he was forced to fight. ARR Ortiz said an officer socked him in the face and choked him out. He admitted to fighting them because they were "slowing him down." He also admitted to kicking the taser. ARR Ortiz stated that he smokes weed every day and that he takes a large amount of "potents." He also admitted to drinking alcohol. Later he told Sergeant Benson that she could check his track marks (a common phrase indicating a person intravenously uses heroin) if she wanted to. Upon arrival, I observed Officer J. Jenkin and unit 2A70 (Officer M. Sidders #10562 and Officer B. Sears #11372) struggling to search the suspect (Daniel Ortiz) while he was in handcuffs because he was thrusting his body side to side. Due to there being no access to the suspect to assist with searching him, I stood by and gave him verbal commands to calm down and to stop resisting so he can be searched. The suspect continuously yelled that he "Worked officers over" and "Y'all couldn't get me down." The suspect was successfully searched and handed to me so I could place the suspect into the patrol vehicle (Seat belted). The suspect shifted around and looked as if he was shifting his body with his legs up to kick out the patrol window. I placed the suspect's leg back inside of the vehicle and held his legs down so he could not kick at me. I told the suspect that if he raised his feet again, I would place him in a Hobble restraint. Quincy Av- I spoke with and she stated the following. Tonight (8/22/19) at approximately 0000 hours, she could hear a commotion coming from outside of her 2nd floor window. Her window is just south of where the arrest occured on the east side of Quincy Av and has a clear view of where the use of force occured. She looked out side onto Quincy Av and observed three officers attempting to control the suspect as he was standing and kicking at them. She stated that she could hear the officers telling the suspect to calm down, stop fighting and to stop resisting. She stated that the officers were struggling to place the suspect's hand behind his back as he was kicking at them. She stated that one officer tackled the suspect to the ground but she was unsure which officer. As the officers and the suspect were on the ground, they all wrestled around with the suspect on the floor for about 2-3 minutes until she heard someone tell "Taser". She stated that it was then that officers were able to take control of the suspect. My partner spoke to the employees at and they explained to us that the cameras are not working. Sidders #10562) and I (Officer B. Sears #11372) were working uniformed patrol as Unit 2A70 when sent my partner an image to his department issued cell phone regarding injuries sustained during a use of force. My partner forwarded the image to my department e-mail. On 8/22/19 at approximately 0016 hours, Officer Jenkin, my partner, and I were involved in a use of force. For further regarding the use of force, refer to DR#: 19-46450. Photographs were taken at the scene of all officers involved, as well as their injuries.had been kicked by Arrestee Ortiz during the use of force. A photograph was taken of leg and uploaded to Mideo. For further regarding these photographs, refer to Mideo. The importance of the photograph sent to my partner today, was that it shows injuries have become extensively worse. The first images taken at the scene only show that had some redness to knee and thigh. This second image shows several bruise marks on lower leg, knee, and thigh. I uploaded the new photograph into Mideo. Vann #11404) made contact other person involved (later identified as ) who works at Quincy Av. surveillance camera captured footage of the incident. I was able to obtain footage of the incident by using my city issued phone to record off the computer screen of desk. By watching the video it appears two officers made contact with a subject. I cannot tell who the officer's are due to the video being dark and shadowy. The two officer's performed a take down but due to the patrol vehicle obstructing the camera's view, it makes it difficult to see.
