The victim called police stating that she had just pepper sprayed her intoxicated husband after he tried to hit her. Call #1531. Force Used: Officer J. Asato #11333 utilized bodily force, a takedown, and a carotid control hold on Clark for further see his ARS report. Officer K. Lopez #11091 utilized bodily force on Clark. For further see her follow-up report in ARS. Officer J. Jenkin #11023 utilized bodily force on Clark. For further see her follow-up report in ARS. Injuries: Clark did not suffer any visible injuries or complaints of pain as a result of the use of force, other than being rendered unconscious for approximately 5 seconds. However, Clark had been pepper sprayed in his face area prior to our arrival. He also had sustained some small lacerations to his hands prior to our arrival. He was treated for these injuries both by LBFD personnel and the emergency room staff at St. Mary’s Hospital. Officer Asato did not sustain any injuries as a result of being elbowed in the chest by Clark. Officers Lopez and Jenkin did not sustain any injuries. Photographs/Videos: Officer E. Shear #11334 took photographs of the scene, Clark, and the involved Officers. Officer Shear placed these photos into Mideo. There was no video of the incident. Green do additional verbal training with Officer Asato on the following: 1-To interview the victim prior to making contact with the suspect, to determine what kind of crime, if any, has occurred. 2-To make verbal attempts of de-escalation before using force. 3-Reporting procedures. Officer Asato did not mention he made any attempt to talk to the suspect where as Officer Lopez notes Asato did ask the suspect if he was alright. I audited Officer Asato's UOF history for the past 12 months and he was found to have no UOF's that had similar issues. Sgt. Green did the retraining on 7/17/19 and Officer Asato was receptive.
