Luna, Chief of Police Memorandum SPECIAL ORDER — NALOXONE NASAL SPRAY PILOT PROGRAM SPECIAL ORDER This Special Order will address the Long Beach Police Department's Overdose Prevention Pilot Program to which selected officers shall be trained to administer Naloxone Nasal Spray in accordance with mandated training guidelines as determined and established by the Long Beach Health Department pursuant to Health & Safety Code 1797.197 and California Civil Code 1714.22. Naloxone is a medication designed to rapidly reverse opioid overdose. a) Officers who are trained in accordance with mandated training guidelines, determined by the Long Beach Health Department, shall deploy with a Naloxone Kit in the field. However, the officer will retain the discretion to administer or not administer Naloxone to persons experiencing or suspected of experiencing opioid -related overdoses. There is no legal obligation to administer Naloxone. b) Officers who administer Naloxone, are protected from civil and criminal liability if they "act with reasonable care" and "in good faith". This is accomplished by administering Naloxone per established training protocol determined by the Long Beach Health Department. c) If an officer selected for the Overdose Prevention Pilot Program has a valid reason for not participating in the program, the officer will be excused from the program with the prior approval of his/her Division Commander. d) Officers selected to participate in the Overdose Prevention Pilot Program are those currently assigned to the Mental Evaluation Team, Quality of Life Detail(s), Bike Detail(s), Drug Investigations Section, Property Section, and K9 Unit. e) During the Overdose Prevention Pilot Program, the Special Enforcement Section Lieutenant will serve as the Department's Program Coordinator and will work in collaboration with the Health Department. The Program Coordinator will be responsible for reviewing reports, tracking and replacement of Naloxone Kits, assisting Health Department personnel in training provisions, maintaining training logs and general informational needs. The Program Coordinator will be responsible for preparing a report on the Pilot Program after it has concluded. November 30, 2018 Special Order — Naloxone Nasal Spray Pilot Program Page 2 TRAINING: INITIAL TRAINING: Officers may not administer Naloxone Nasal Spray without having first completed the Long Beach Health Department's mandated training. Participating officers will receive initial training that will include, at a minimum, an overview of California Civil Code 1714.22, patient assessment (signs/symptomology of overdose), universal precautions, rescue breathing, seeking medical attention, and the use of intra -nasal Naloxone. Upon completion of training, officers will have their training recorded with the Program Coordinator. A certificate or class roster documenting the training being received will be retained in the officer's training file at the Academy. CONTINUING TRAINING: Officers participating in the Overdose Prevention Pilot Program will receive refresher training as deemed appropriate by the Long Beach Health Department. NALOXONE KITS: For the duration of the Overdose Prevention Pilot Program, the Long Beach Health Department will provide the Naloxone Kits. Naloxone Kits will include at a minimum: gloves, mask, eye protection, and Naloxone. Officers participating in the program will be assigned Naloxone Kits and deploy with their kit during their work shift. Officers should inspect their assigned kit before each shift to confirm the medication is not out of date (expired) and that all other kit equipment is serviceable. Kits that are missing equipment or that have expired medication shall not be deployed. Kits that are not deployable shall be returned to the Program Coordinator for inspection/replacement as soon as possible. Officers participating in the Pilot Program should notify their supervisor and email the Program Coordinator when they believe that their assigned kit has missing equipment or expired medication. The Program Coordinator will assist in the officer in securing a replacement kit. NALOXONE STORAGE: Naloxone Kits were designed for the rigors and conditions frequently seen by patrol personnel. The medication (Naloxone) and the other contents of the Kit are very durable and should remain serviceable for the life of the medication. However, should a question or concern arise about a kit's contents and/or the medication, the Program Coordinator should be contacted. Naloxone Kits found to need equipment or replacement medication - due to medicine expiration date, use of kit items, daily wear and tear or other conditions - shall be withdrawn from use. Naloxone Kits removed from service shall be returned to the Program Coordinator. November 30, 2018 Special Order — Naloxone Nasal Spray Pilot Program Page 3 NALOXONE USE: Officers who have completed mandated Naloxone training provided by the Long Beach Health Department will be authorized to administer Naloxone when they reasonably believe someone is experiencing an opioid -related overdose. Personnel will treat the incident as a medical emergency and shall follow these steps when performing this intervention: a) Confirm Fire personnel are responding to the medical emergency. If not, request Fire response b) Maintain universal precautions c) Perform patient assessment d) Determine unresponsiveness e) Update Dispatch of a potential overdose situation f) Follow Naloxone use protocol g) Immediately notify responding emergency medical personnel that Naloxone has been administered h) Notify a Detail or Patrol Sergeant of the use of Naloxone i) Document use of Naloxone DOC UMENTATIONINALOXONE REPORTS Each incident where Naloxone was administered by an officer participating in the Pilot Program shall be documented by filing an "Info -Only Narcan/Naloxone" report. The report shall at a minimum detail the nature of the incident, the care the patient received, which Fire resources/personnel responded, the name of the supervisor notified and that Naloxone was administered. OFFICER RESPONSIBILITY Upon completion of the incident where Naloxone was administered, officers shall file an "Info -Only Narcan/Naloxone" report before their end of watch. SUPERVISOR RESPONSIBILITY A Detail or area Patrol Sergeant shall be responsible to ensure the "Info -Only Narcan/Naloxone" report is completed when they have been notified by an officer participating in the Pilot Program that Naloxone was administered. The report should contain at a minimum; the nature of the incident, the care the patient received, which Fire resources/personnel responded, the name of the supervisor notified and that Naloxone was administered. The notified supervisor shall ensure that a report is filed before the administering officer's end of watch. The notified supervisor shall also email the Program Coordinator with the Call Number associated with Naloxone being administered, and the name of the officer who administered the medication. November 30, 2018 Special Order — Naloxone Nasal Spray Pilot Program Page 4 PROGRAM COORDINATOR RESPONSIBILITY For the duration of the Pilot Program, the Program Coordinator will review all "Info - Only NarcanlNaloxone" reports as an aide toward full program implementation, future training considerations, kit composition, kit tracking, logistical or other administrative needs. MAINTENANCE AND REPLACEMENT The daily inspection of Naloxone Kit will be the responsibility of officers issued the kits as a part of their assignment to the Overdose Prevention Pilot Program. The maintenance and replacement of the Naloxone medication and other kit contents will be the responsibility of the Program Coordinator (or their designee). Officers shall report used, lost, expired, or damaged Naloxone Kits to their immediate supervisor and to the Program Coordinator. The Program Coordinator will facilitate providing a replacement Naloxone Kit and/or consumable kit contents. SPECIAL ORDER DURATION This Special Order will remain in effect until the conclusion of the Overdoes Prevention Pilot Program on January 31, 2020. Robert G.
