Rios #5668) was working uniformed patrol driving a marked black / white patrol vehicle as Unit AP13. I was assigned to the Long Beach Police Airport Detail and working the TSA Checkpoint, when I heard Officers dispatched to Gate 6 (the JetBlue North Concourse). Dispatch stated there was a female subject throwing a chair near Gate 6. The call stated, JB REPORTED A FEMALE PAX THROWING A CHAIR.. CAUSING A SCENE GATE 6 (Call #1731). When I arrived, I observed a female JetBlue employee waiting in front of Gate 6. She was carrying a cloth type travel bag. As soon as the employee saw me, she walked toward and directed me to a heavy-set female Hispanic, later identified as deft- Laura Barrio. I saw deft- Barrio standing next to an unknown man seated in a chair facing a table. The deft was holding onto the same table swaying back / forth and side to side. The JetBlue employee contacted the deft and asked her to come along with her. As the deft answered the JetBlue employee, I noticed her speech was slurred, her eyes were bloodshot watery, her demeanor was uncooperative, and she had a strong odor of an alcoholic beverage emitting from her breath / person. The JetBlue employee asked the deft several times to follow her out (of the concourse / secure area) of the airport. The JetBlue employee advised the deft, that she had possession of her property and her new flight itinerary to travel the next day. The deft became argumentative, further uncooperative, and appeared very unsteady as she tried to walk around. The deft refused to walk out of the area, follow directions and began to argue that she was not drunk. I formed the opinion, the deft was under the influence of an intoxicating beverage and unable to care for her own safety as she reached up to grab my right arm. I asked the deft to follow the JetBlue employee and the deft refused. She began to raise her voice gathering the attention of the passengers' and their small children. I placed the deft's left wrist in a wrist lock and walked her out of the North Concourse. As we walked out of the concourse, the deft stated she was going to "pee... and pee on myself." As I walked the deft out of the North Concourse, she began to urinate on herself and onto the floor / ground. In the process of holding onto the deft and keeping her from falling, she urinated on the front portion of my left boot. The deft's actions reinforced my opinion that she was intoxicated and unable to care for her safety. Several Officers arrived onscene to assist with the deft, who was still uncooperative. We attempted more than 10 times to get a phone number from her for someone who could care for her person / safety. Each time, the deft refused to give any phone number(s) of any loved ones / family. While encouraging the deft to help herself out by providing us with a phone number to call family, she decided to start yelling in the common concourse area. I assisted the deft to her feet and walked her to my patrol vehicle, which was parked behind the TSA Checkpoint. I placed her in the backseat of my patrol vehicle, with the assistance of SSO Officer E. Martinez #10864 (Unit AP37). We transported the deft to the station for booking, taking her cellphone and CA. ID with us. Her belongings were kept by JetBlue. While in booking, the deft refused to submit to an intoxilyzer test. Booking Sergeant, Sgt. S. Dougan agreed with my observations of the deft's display of objective symptoms of recent alcohol consumption. Sgt. Dougan also formed the opinion, the deft was unable to care for herself and approved the booking. The deft was booked as charged and released to the 4th floor women's jail. Curiel #8579) was working uniformed traffic control in front of the main airport terminal at 4100 Donald Douglas Drive as Unit AP22. I heard a call from airport dispatch for units to respond to Gate six for a passenger who threw a chair. I along with LBPD Officer G. Woodruff #5817 walked from the front of the terminal to gate six where I saw LBPD Officer Rios #5668. Officer Rios had a heavy set female subject's left arm in a wrist lock. I observed the female subject's right hand had a grip of Officer Rios' hand and I believe she was attempting to break from his wrist lock. I told her "Do not grab the officer's hand" and got control of her right hand and placed it in a wrist lock. The subject looked at Officer Rios and said, "I'm going to pee." I looked down and she began to urinate on the floor. We immediately walked the subject outside the north boarding lounge and into the garden area. The subject continued to urinate as we walked her out. We stopped short of the wooden bench and Officer Rios said he was going to hand cuff her. As Officer Rios handcuffed the subject's left wrist, I stepped back and brought her right arm towards her lower back and Officer Rios applied the handcuff. We sat her down on the wooden bench and Officer Rios asked me to confirm both handcuffs were double locked. I kept an eye on the subject and repeatedly told her to stop leaning forward on the bench. I and Officer Rios continuously asked her to provide us with a phone number for someone who can pick her up from the airport. She was unable to answer any of our questions and told us that we were awesome. I asked her if she was a diabetic or had any other medical problems and she replied no. After several minutes we had her stand up and walk towards the south garden exit door. I got possession of her cloth bag and followed Officer Rios outside. Officer Rios' patrol car was parked in a secure area on the other side of the south garden exit door. I opened the door and held it open for Officer Rios and the subject to walk through. Officer Rios walked the subject towards the rear passenger side door of his patrol car and opened it. The subject was uncooperative and refused to take a seat. Officer Rios asked Officer Martinez to open the rear driver side door and assist the subject. The subject was able to take a seat and the officer's seat belted her in. I walked away and handed the subject's cloth bag over to the Jetblue personnel in their baggage office located by baggage claim 2. Martinez#10864 (AP37) was working uniform patrol at the Long Beach Airport, Located on 4100 Donald Douglas Dr. I was assigned to the field position when I assisted on a call of a woman throwing a chair in the north boarding lounge. Call#1731. When I arrived, I saw Laura Barrio sitting on a bench already in handcuffs by the TSA(Transportation Security Administration) exit. I searched Barrio's purse for her drivers license and I ran her for wants and warrants at the scene. She was escorted to the patrol car and refused to get into the vehicle. Officer Rios then directed me to go around the other side of the vehicle and take her by the handcuffs and place her in the seat. I grabbed the handcuffs and guided her to sit down, but instead of sitting down she lost her balance and continued to fall back and lay flat on her back. We assisted her and sat her up straight in the back seat. Barrio did not complain of pain or show any signs that she was injured or in pain. I escorted Barrio into booking at 400 W Broadway. I was holding her in a rear wristlock without applying any pain compliance and she did not complain of pain or discomfort. The nurse spoke to her and asked her the medical questions, she did not at any time say she was in pain or that she was hurt as she spoke to the nurse. The only complain of discomfort was for her arms and Officer Rios and myself added a second pair of handcuffs. Officer Rios asked her if it was better with the second pair and she said yes it felt much better. Barrio was sitting in the chair leaning forward pulling her arms apart as she was complaining she was being hurt. She began to get loud saying someone was pulling on her handcuffs and that they were hurting her. I told her no one was touching her and Officer Rios came out and told her the same. Barrio did not complain or say anything else the rest of the time we were there. G. Woodruff #5817 Unit AP#9 working at the Long Beach Airport assisted units with a passenger that was in the north boarding lounge of the airport that threw a chair in the area of gate 7. Call #1731. I was out front of the main terminal when the call went out so I followed Sgt. Curiel to the north boarding lounge. Upon our arrival I could see Ofc. Rios had all ready made contact with the suspect, they were in the area of the restaurants of the boarding lounge. I could tell the female was highly intoxicated by the way she was talking and acting. I could also smell a strong odor of alcohol coming from her. Ofc. Rios gained control of the suspects left arm and Sgt. Curiel gained control of her right arm. They escorted the suspect out of the north boarding lounge to the outside garden area close to the exit to continue their investigation. While on our way I could see the suspect having trouble walking, Ofc. Rios and Sgt. Curiel appeared to have to hold her up from falling several times. I also noticed, since the suspect was so intoxicated, she urinated herself the whole way to the outside bench. Ofc.Rios then handcuffed her and sat her down on one of the benches. I then returned to the north boarding lounge to check on the passengers that were in the area to make sure everyone was all right and that no one was hurt. I spoke with several passengers and they said they were fine. No one wanted to get involved or give a statement. I then walked back to where the suspect was being detained, I asked Ofc. Rios if he needed anymore help and he said no. I then returned to the front of the terminal for the remainder of my rotation. NFD.
