On 06/18/19 I, (Officer K. Skeen # 6050) was working uniformed patrol in a marked black and white police vehicle as Unit 1C8 assisting Unit 1C37, (Officer D. Bacon # 5384) who was dispatched to an unknown trouble at 1575 Appleton St , call # 1372. Communication stated that a female black, later identified as Maquoyia Rodgers, with a mental age of a 5 year old, was possibly threatening the aunt in the apartment with a knife. Upon my arrival, I walked to the locked front gate and could hear multiple people yelling from the back of the property towards apartment . The apartment complex, is an open design concept shaped in a "U" pattern. A staircase towards the rear of the complex leads up to apartment . An unidentified neighbor opened the front door for me to gain access to the property. As I did, subject Rodgers came running downs stairs towards me. I recognized subject Rodgers from a past contact and know from her family and my conversations with her that she suffers from a mental illness and developmental issues. I was dressed in my City of Long Beach Police issued class, "B" uniform with two "Long Beach Police" patches on each shoulder and my departmental issued badge. I was carrying my sam brown, with my duty weapon, CEW, handcuffs, and radio. Any citizen would be able to recognize me as a Long Beach Police Officer. A second female black, later identified as Deoshia Taylor,family relative, also came downstairs to make contact with me, along with two crying children, later identified as and . I asked multiple times for subject Rodgers to have a seat but she refused to listen to me. Rodgers was worked up and non-compliant. At one time she stated that she was going to beat the shit out of her family member, Taylor. Trying to get all parties to calm down, because the two younger children were still crying, I asked Rodgers to sit down so I could investigate the incident. Rodger continued to walk around, at one point looking to grab something from the ground to throw at Taylor. I warned her not to do that or she would be handcuffed. Rodger stated, "I can get out of handcuffs." The mother of Maquoyia Rodgers, later identified as Marsha Coles, arrived on scene and attempted to control her daughter. While Coles talked to Rodgers about the incident, Rodgers stated that Taylor slapped Rodger and hit her upon the left arm, pointing to her arm, bicep area. I asked Coles to take her grandson and try to calm him down so we could ask him what happened while I made contact with , who is the grandson of Taylor. Officer Bacon arrived on scene and took over handling the group, while I took upstairs to turn off the gas stove in the kitchen. While I was in the apartment, I asked what had happened and he told me the following. The fight started when Rodgers came over to Taylor and told her something regarding the use of her personal phone, "Taylor's." Rodgers then hit Taylor and Taylor then hit Rodgers. Rodgers then pulled out a knife. showed me what is described as a metal two-prong meat fork. Unit 167C, (Officer J. Villanueva # 5854) arrived on scene. I informed Coles what had occurred in the apartment between the Taylor and her daughter. Coles stated that she will solve the issue by taking her daughter with her off the property. When Coles and I walked back down to Officer Bacon and Officer Villanueva who were interviewing Rodgers, Rodgers denied pulling out any type of weapon on Taylor. Coles told Rodgers to get into the car, but only had negative results, meaning Rodgers ran away from her each time refusing to go. As Coles was trying to convince Rodgers to go with her, Rodgers started to walk around officers, staying away from her mother's reach. Rodger approached Officer Bacon and reached out to place her hand on his duty weapon, gun. I yelled out, "Watch yourself" to Officer Bacon to warned him of Rodgers actions. Officer Bacon turned his body away from Rodgers to avoid her from touching his weapon. Officer Bacon advised Rodger if she would like to be placed on a hold, "5150 WIC" mental evaluation hold and Rodgers said, "No, No, No," Coles yelled out, "Yea, go ahead, put her on a hold. I'm done with her." Coles then told Rodgers that she will was done with Rodgers and to get into the car. Rodgers then walked to the front of the property and out the open front gate. As we exited the property, Rodgers once again approached me and because of her earlier actions in attempting to reach for Officers Bacon gun I told her to step away from me. I told her multiple times to step back and warned her if she tried to touch my partner's gun she was going to go to jail. Rodgers stated, "Ok, you dare me." Smiling at me when she answered. She then approached me, reached out with her right hand towards my duty weapon. I had my hand on my weapon to secure it. Rodgers then walked up to Officer Bacon and asked to talk to him. When he said no, Rodger reached out with her right hand towards his gun belt. Rodgers displayed through her actions that she was a danger to herself and others. Officer Bacon, took control of Rodgers right arm and I took control of her right arm, handcuffing her. Officer Bacon double locked the handcuffs and checked them for fit. Rodger was advised that she was going to be placed in a 5150 WIC hold. Officer Villanueva searched her prior to her being escorted to my vehicle. While I escorted her to my vehicle, Rodgers pulled away from my control and I applied a control hold, rear wrist lock on her left arm. She was then placed in the backseat and belted in for safety. Coles told us that we should place her, "Leg Hobble" on her feet because she will kick us. As I was placing a call for an available MET, "Mental Evaluation Team" to respond, Rodger had slipped out of her cuffs. Yelled out and laughed at me regarding the handcuffs and then started to use the handcuffs to bang on my rear passenger window. I informed Officer Bacon and Officer Villanueva that Rodgers had slipped the handcuffs and was banging them on the rear window. Unit 1C38, (Officer G. Hodgson #5611) arrived on scene I was standing at the front of my driver's door and talking to my assisting officers, when unknown to me, Coles had walked up to my vehicle, opened the rear door where her daughter was seated. Officer Hodgson was behind Cole and to her left of her. Coles was able to get the handcuffs from Rodgers, gave them to Officer Hodgson. I took the handcuffs from Hodgson and gave them back to Officer Bacon. Knowing that she already slipped the cuffs, her mother, Coles, had opened our police vehicle door without our permission, and that Rodgers didn't want to be taken to the hospital, I and other officers had to restrain her again. Rodger was now outside of the vehicle between her mother and the open door. I came around the right side of subject Cole and approached Rodgers who immediately pulled backwards to avoid me. She continued to struggle with me as I placed her left wrist into a twist lock and proceeded to place her arm to the rear of her back into a rear wrist lock, which was my intention to control her movements and placed handcuffs on her for her safety. As I performed this maneuver, Rodgers moved her upper body to the left and away from the control hold and I felt a, "Pop" which I perceived as an unintentional fracture in her arm as a results of her turning away from my hold. I immediately let go of the hold, had Rodger sit down on the ground and requested fire to respond. Unit 1S15, (Sgt. J. Lacey # 10003) responded to the scene. Sgt. Lacey then informed WC1, (Lt McPhail # 5739) regarding the incident. Sgt. Lacey notified the on call Internal Affairs regarding the incident and Sgt Flores and Sgt Frazier responded. Rodgers was transported by LBFD BLS16 to St Mary's hospital for medical attention and I placed her on a 5150 WIC hold. During that time, Rodgers told me that she was sorry for all that happened and admitted to reaching for the officer's weapons and that she should have stayed in the handcuffs. She made several statements regarding the use of a knife or getting my weapon to get out of the hospital and later admitted that she was wrong in acting that way. Emergency Doctor Fong was the attending physician for Rodgers and it was determined after x-ray's were taken that Rodger had a fractured humerus on her left arm. Officer Sandoval took photos of the Rodgers, the scene and myself. Those photos were later downloaded to Mideo file. At one point, Subject Rodgers moved up behind Officer Bacon and touched his duty weapon, then ran away to the other side of the complex courtyard. Subject Rodgers then began walking towards the front entrance of the apartment complex and began talking on her cell phone. She then began walking out towards the sidewalk. Myself, Officers Bacon and Skeen followed her out and she began walking up close to Officer Skeen, who asked her to step back. She asked why and he told her because she had touched his partner's gun (Officer Bacon). Subject Rodgers told Officer Skeen that she would touch it again and he told her if she does, she will be going to jail. She then walked over to Officer Bacon and reached out towards his gun. Officer Bacon then grabbed Subject Rodgers' right arm and Officer Skeen grabbed her left arm. Subject Rodgers attempted to wiggle away from officers, but they were able to handcuff her. She was handcuffed, double locked and she did not complain of pain. I searched Subject Rodgers for weapons and Subject Coles approached and asked if she could have Subject Rodgers' keys and cell phone, which were given to her. Subject Rodgers attempted to pull away from Officer Skeen while she was being escorted to the police vehicle and Officer Skeen placed her in a rear wrist hold and walked her to the vehicle. As she walked past the police vehicle, she kicked the side of the police vehicle. (No damage). Subject Rodgers was then placed into the police vehicle and seatbelted in. As officers were in front of the police vehicle that Subject Rodgers was in, Subject Rodgers began banging on police vehicle window, which sounded like a metal object. Subject Coles walked over to the police vehicle and told us that her daughter had her handcuffs off. As I looked over, it appeared that Subject Rodgers was attempting to get out of the police vehicle and her mother was standing at the open door of the vehicle. Officer Skeen went to the vehicle and got in front of Subject Coles to gain control of Subject Rodgers and re-handcuff her. Subject Coles was now directly behind Officer Skeen at the car door while Officer Skeen was attempting to re-handcuff Subject Rodgers. I did not have a visual of what was going on, due to Subject Coles standing directly in front of me, but heard a loud popping sound and heard Subject Coles yelling to Officer Skeen that he popped her daughter's arm. Subject Coles then began yelling at officers and became uncooperative when asked to move back from us, which she finally did move back. Long Beach Fire was called and Engine 2 arrived on scene and treated Subject Rodgers. BLS 16 then arrived and transported Subject Rodgers to St. Mary's Hospital. I conducted knock and talks at 1575 Appleton Street and the two front apartments, #8 and #20 are vacant. I spoke to Subject , who lives in . Subject stated he heard very loud arguing inside of the residence of and it sounded as if someone was being assaulted. Subject stated this unit has been an ongoing problem since they first moved in and the HOA is in the process of eviction. Subject stated he began getting texts from other tenants in the complex regarding the arguing. Subject stated he then called 911. Subject began video taping the courtyard when officers arrived from his residence window on the second floor. Subject also video taped the front of his residence when officers took Subject Rodgers out to the vehicle. The Use of Force was not caught on the video due to being on the far side of the police vehicle. Subject sent me the video to my email and I put it into Mideo. Subject heard Subject Coles tell officers that her daughter had gotten out of her cuffs and saw officers approach the police vehicle, but due to his angle, he could not see what was going on. When WIT Coles moved toward the front of the Police vehicle I could see Officer Skeen's back toward me as he appeared to be placing Maquoyia into a rear wrist lock control hold on her left arm. Maquoyia stated "No" and twisted away from Officer Skeen which is when I heard a loud popping sound. Maquoyia yelled in pain and immediately stopped resisting. I asked Officer Skeen if we needed paramedics and he said "yes". I immediately requested paramedics respond and a Sergeant. WIT Coles became upset and began yelling that she wanted a Sergeant because Officer Skeen had broken her daughters arm. I informed WIT Coles that both paramedics and a Sergeant were responding. While waiting for paramedics to arrive I interviewed WIT Coles about the use-of-force she had witnessed. She told me that her daughter had been placed in handcuffs for no reason by an officer and placed in the back of the police car, after she had told the Officer's to just to let Maquoyia walk away to calm down. She saw that her daughter had taken the cuffs off and opened the door to get them. She saw Officer Skeen move over to her daughter and grab her arm, which is when she heard a loud pop of her daughters arm. Officer Bacon asked me to get information for the Cousin he had interviewed earlier on the call. I ended up getting that information after WIT Coles was on the cell phone to her asking her to come down but not to talk to the police. When the cousin (Deoshia Taylor) came down I was able to speak to her and get the information for Officer Bacon. Once Sergeant Lacey #10003 arrived onscene I was tasked with collecting knock-and-talks from the area with the following results; :- No answer to the door. :- A )answered the door and stated he arrived home after the incident and doesn't know what happened. :- Two females ((refused last name)) answered the door and said they arrived home after the incident and didn't know what happened. I confirmed when they arrived home by asking if they had seen the LBFD vehicles and both answered "No. We didn't see any of them". :-answered the door and said he arrived home late and didn't know anything about an incident. When I returned to Sergeant Lacey he was talking to WIT Cole and I heard him explain that Maquoyia was placed into handcuffs because she threatened to take an Officers gun. WIT Cole told SGT Lacey that Maquoyia had not touch any Officers gun but that she does say those things but not when she (WIT Cole) is around. I reminded WIT Cole that her daughter had said the same thing to me on past contacts and tried to touch my weapon. I reviewed BWC prior to filing. On 6/18/19 at 1738 hours, I (Sergeant J. Lacey #10003) was en route to 1575 Appleton regarding a use of force that just occurred (call #1372). When I arrived on scene, I contacted Officer Skeen who stated the suspect (Maquoyia Rodgers) was handcuffed and placed in the backseat of a patrol vehicle. The suspect was able to slip her wrists from the handcuffs and began to knock on the window of the patrol vehicle, and showed officers that she had slipped her handcuffs. Officers took her from the vehicle. Officer Skeen placed the suspect in a rear wrist lock in order to reapply the handcuffs. Officer Skeen heard a loud pop and believed that the suspect may have broken her arm. I observed the suspect was seated on the ground with her arm in a sling. She was being treated by Long Beach Fire Personnel. The suspect was transported to St. Mary Medical Center. I contacted the suspect at SMMC. I asked the suspect if she touched Officer Bacon's firearm. The suspect denied ever touching Bacon's firearm. She stated Officer Bacon had his hand on his gun and she touched his forearm. The suspect also stated she never said she was going to touch and officer's gun. I told the suspect we have video. She then admitted to saying that she was going to touch and officer's gun. The suspect also admitted to slipping out of her handcuffs because she was itchy. I interviewed the suspect's mother (Marsha Coles). Coles stated that her daughter has a fascination with police officers and has reached for police officer's guns in the past. She stated she has warned a police sergeant in the past that her daughter likes to reach for officers guns. She stated she did not see the suspect reach for a firearm today. She stated she was upset that Officer Skeen went to put handcuffs on her daughter because she felt that Officer Hodgson had a better rapport with her daughter. While I interviewed Minor , Minor was next to him and told me the following: He was in the living room when Maquoyia struck him on the back of the head. Minor was unable to tell me how she struck him. They were arguing when Taylor told Maquoyia to be quiet because she was on the phone. Maquoyia got upset and began to argue with Taylor. They walked to the kitchen and Maquoyia grabbed a two prong fork and attempted to stab Taylor. Minor was unable to tell me how Maquoyia attempted to stab Taylor. Minor had no further information regarding this incident. I took photographs of PD vehicle #18843, Maquoyia and Officer K. Skeen #6050. For further see the photographs. While at St. Mary's Hospital, I contacted Maquoyia's mother (Marsha Coles) and asked her if she was willing to sign a medical release form for her daughter. She agreed and signed the form. For further see the medical release form. Maquoyia also agreed to sign a medical release form for herself. For further see the medical release form. I contacted the on-duty charge nurse at St. Mary's Hospital and requested medical records for Maquoyia. The charge nurse told me he would get them ready and would call when they are ready to be picked up.
